Description
The United States Air Force Space and Missile Systems Center (SMC), Launch and Range Systems Wing, is contemplating issuing a Request for Proposal (RFP) to Boeing Launch Services and Lockheed Martin Commercial Launch Services, Inc., for three (3) annual options for FY08-FY10 to extend the period of performance of the Launch Capability contracts that support the Evolved Expendable Launch Vehicle (EELV) Program. The Launch Capability contracts are cost type, award fee, FAR Part 15 Contracts. The Launch Capability contracts include the following: Mission Integration, Mission Unique Development and Integration, Systems Engineering and Program Management, Transportation, Subcontract Support (Supplier Readiness), Launch and Range Operations for both Vandenberg AFB and Cape Canaveral AFS, and Special Studies. The RFP will be issued in March 2007 and the Government intends to award the contract modifications on or before 1 October 2007. The Government may also elect not to extend the Launch Capability contracts as a result of this solicitation. No specific EELV missions are the subject of this NOCA or subsequent RFP. A J&A was approved which permits launch capability contracts to be awarded with less than full and open competition to either Boeing or Lockheed Martin, subject to the Competition in Contracting Act. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not a formal solicitation. The Government does not intend to award a contract on the basis of this synopsis or to otherwise pay for the information solicited herein. See Note 22
