Description
This Notice of Contract Action (NOCA) is to inform that the 42nd Contracting Squadron at Maxwell AFB, AL intends to award a contract for a "sole source" to Sumaria Systems Inc, an ongoing ADP Technical Services to enhance and support the Web Intensive New Gains Systems (WINGS), and the PeopleSoft People Tools student Administration software which operates it. The first objective of this order is to enhance and support the PeopleSoft host software, including the Student Administration and Web-based query and report functions, and the software used to transfer data between the PC and Oracle portions of WINGS. HQ AFOATS desires to provide the ability to all of its 144 geographically separated units to access, complete and submit forms in the WINGS system. This effort would be contained in Phase II. Phase III would provide the ability to submit scholarship applications from high school applicants via the Senior ROTC WINGS system. WINGS is a distributed database using a Web based application front-end. HQ AFOATS makes WINGS available to its 144 units at colleges and universities throughout the US via a URL and Web Browser. WINGS is written using People Tools, in an Oracle-based environment. The code of WINGS will have to be modified to allow for the input and retrieval of forms and applications. WINGS is a web based system and requires Web development/programming for interfaces to AFROTC.com, AFOATS.AF.Mil, Oracle Database, Status updates for High School Scholarship applications, and front-end user applications. This service requirement is for HQ/AFOATS to complete the job through 30 Sep 07. This will be a firm-fixed price contract. If there is any business that can provide an "or equal" ADP Technical Service that meets this requirement, they must respond to this notice before 1: 00 PM (Central Daylight Savings Time) on 15 Mar 2007. If no responses are received by the above date, a sole source contract for Sumaria Systems Inc will be pursued. The point of contact (POC) for this notice is Genell Carter.
