Description
The Drug Enforcement Administration (DEA) has a requirement for a facility to provide spaces for hosting the annual International Narcotics Enforcement Management Seminar (INEMS) No. 85 as stated herein. The seminar will be held from June 5, 2007 through June 21, 2007 in the Clearwater, Florida area. The acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. A solicitation will not be issued. The reference number for Request for Proposal is DEA-07-TR-0007. The North American Industry Classification System Code (NAICS) is 721110. The proposal representing the best value will be determined by the following criteria, in descending order of importance: (1) Availability, (2) Location, (3), Price. HOTEL REQUREMENTS FOR JUNE 05 - JUNE 21, 2007 Lodging: The contractor shall provide twenty-one (21) single occupancy, government funded rooms at the Government rate, or below for the entire length (19 days). Check in shall be June 3, 2007 and check out shall be June 22, 2007. (Note: Approximately nine (9) additional rooms will be required during this time period by DEA personnel associated with this conference: however, will be paid by individual credit cards. Included in this group will be appproximately four (4) conference planners who will arrive at the hotel prior to participants on about June 1, 2007 and will remain until June 22, 2007). The Drug Enforcement Administration (DEA) shall provide a complete list of participants, staff, and/or instructor names prior to arrival as well as notify hotel of any fluctuation of arrival and departure dates.The hotel sleeping rooms shall include the following extended amenities at no additional costs: Queen or Double size bed; Internet Access (cable or wireless); Telephone; Desk; Television; Coffee Maker; Refrigerator; Microwave Oven; Bathroom; In-Room Security Safe; Access to Fitness Center; Access to Coin Operated Laundry Service. Conference Room Services: The hotel shall provide conference/classroom suitable to comfortably seat twenty (20) participants in a horse-shoe configuration facing toward the front of the class. Additional room will be required in the back of the classroom for a table to seat two (2) interpreters, with interpretation equipment, and access to electrical outlets. Also, table seating in the back of the classroom will be required for approximately four (4) seminar coordinators. The hotel shall provide morning and afternoon coffee breaks as well as working buffet lunch for thirty (30) seminar participants, for a total of thirteen (13) days, on the following dates: Tuesday-Friday,June 05-08,2007-12:00pm-1:00pm Monday-Friday,June 11-15,2007-12:00pm-1:00pm Monday-Thursday,June 18-21,2007-12:00pm-1:00pm The hotel shall provide daily maintenance/cleaning of conference room and break areas. Catering: The hotel shall provide catering services to support the following activities: 1. Working reception on Tuesday, June 5, 2007 from 6:00pm to 9:00pm, Heavy Hor-d'oeuvres and refreshments for seventy-five (75) people.2. Graduation Banquet on Thursday, June 21, 2007, 6:00pm to 9:00pm, Plated meal and refreshments for sixty (60) people.Other Requirements: 1. The hotel shall provide complementary garage parking for up to two fifteen passenger vans and six passenger vehicles during the duration of the conference;2. The hotel shall ensure that no remodeling, construction, or painting will be in progress at the hotel which would cause a disturbance to participants while attending the conference or in the participant's respective guest rooms; 3. The hotel shall ensure that a complete listing of the previous day's charges will be provided to the DEA seminar coordinator each day reflecting the total amount that will be billed;4. The venue shall be within a short walking distance to restaurants, pharmacies, entertainment areas as well as shopping in general; 5. The hotel's proposal shall include a list of all contact persons, phone numbers at the hotel including the General Manager, Sales Manager and Catering Coordinator; 6. The hotel, upon contract award, shall direct all questions regarding logistics or billing directlyto the DEA seminar coordinator only. The DEA coordinator will immediately inform the hotel management of any hotel related issues brought to his/her attention by seminar participants for resolution. Pursuant to 26 U. S. C., the Secretary of the Treasury has exempted the United States Government from state and local taxation. As an agency of the Federal Government, the Drug Enforcement Administration is exempt from state and local taxes, including hotel taxes when direct payments (electronic funds transfer) are made to the vendor by the Government (Unless otherwise prohibited). All quotes must be received no later than 3:00 p.m. (Eastern Standard Time) on March 15, 2007 to the Department of Justice, Drug Enforcement Administration, Office of Acquisition Management, 2401 Jefferson Davis Highway, Alexandria, VA 22301, Attn: Janice E. Brown, Contract Specialist. All communications concerning this announcement must be in writing and received by 3:00 p.m. Eastern Standard Time, no later than 7 calendar days after the publication date of the notice. (Collect calls will not be accepted). No solicitation is available. Closing date is March 15, 2007.
