Description
NASA/ARC plans to issue a Request for Proposal (RFP) for Restoration of Electrical Distribution System (REDS), Phase 5 at NASA/Ames Rearch Center, Moffett Field, CA 94035-1000. The work consists of two (2) ?Work Packages?, and they are Work Package #1 and Work Package #2, and are considered as a single construction package. Work Package #1 consists of base bid item with two (2) Option Items, and Work Package #2 is base bid item. They are summarized as follow: Work Package #1 (Base Bid) 1- Replacement of ?OCB497?, ?OCB498?, and transformer ?T126? in the 50 MVA transformer ?T125? power drive section of the North substation ?N225B?. 2-Replacement of existing three (3) single phases PCB contaminated transformers for ?T47? & ?T48? each in the South substation ?N225? with a new single three phase transformer rated at 20 MVA. Contractor shall provide the transformer, new outdoors switchgear, under ground vault, and intercepting of existing underground ducts including power cable and control system. 3-Providing a control voltage (potential) transformer for building ?N223? substation. 4-Providing 6? concrete pad for the existing buildings ?N218? & ?N246? substation, which consists of relocation the existing 7.2kV switchgear ?VCB542?, the transformer ?T154?, and the main distribution panel to the new concrete pad. Option Work Item 1 (for Work Package #1) consists of the following two (2) items: 1- Replacement of the existing 750kVA transformer ?T101? with a new 1000kVA; providing new switchgear ?VCB712? and new switchboard for building ?N221A?. Re-routing the building power to the new switchboard. 2- Re-routing the incoming feeders to ?MCCP? and chiller in building ?N229A? from drive power source in south primary substation to North primary substation. Work Package #2 (Base Bid) Remove and replace building 233 substation medium voltage switchgears, transformers and distribution equipment. Including the work is special grounding in the computer room, emergency power shutoff, and tie-line interconnection between N233 substation and N233A. The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effort shall be completed within five hundred forty-eight (548) calendar days after notice to proceed. This procurement is full and open competition and is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 237130 and $31,000,000, respectively. The anticipated release date of the RFP No. NNA07187805R is on or about March 15, 2007 with an anticipated offer closing date of on or about April 17, 2007. The firm date for receipt of bids or proposals will be stated in the solicitation package. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
