Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire, on an other than full and open competitive basis from the Thomas Group, Inc. (TGI), process improvement support through a process improvement program called Process Value Management (PVM). Specifically, TGI shall support the Commander, Naval Air Force Reserve (CNAFR) and the Commander, Fleet Logistics Support Wing (VR) in integrating the VR Wing into the Naval Aviation Enterprise (NAE) process improvement program. The NAE was established by the Commander, Naval Air Forces (CNAF) to manage the key processes in multiple commands that drive cost-wise readiness. The procurement is being processed through other than full and open competition pursuant to the statutory authority of Section 4202 of the Clinger-Cohen Act of 1996 ? a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with the Thomas Group, Inc. (TGI) since they are the owners and only known provider of the PVM program at this time. The requirement is being processed in accordance with FAR 13.5, Test Program For Certain Commercial Items, as supplemented by the procedures described in FAR Part 12. The RFQ shall contain a requirement for a base period of performance beginning 1 April 2007 through 30 September 2007 with two (2) one-year renewal option periods. A labor-hour, indefinite delivery indefinite quantity type of contract is anticipated. The level of effort for this requirement is estimated at 6,000 hours per year. The applicable North American Industry Classification System (NAICS) Code is 541611. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
