Description
Instructional Support for Navy Riverine Force Small Craft Maritime Interdiction Operations Team Training/ SYNOPSIS/ Naval Air Systems Command (NAVAIR), Orlando TSD, in support of the Center for Security Forces, intends to issue a Firm Fixed Price (FFP) contract to Blackwater Lodge on a sole source basis due to only one known responsible source who can meet the requirement by the scheduled training dates, and no other supplies or services will satisfy the agency?s requirements. This contract will provide for instructional support and other related instructional services for two (2) class convenings of 24 students each, for Small Craft Maritime Interdiction Operations (MIO) training for Navy personnel at the Fleet Concentration Area (FCA) in Norfolk, Virginia. In addition to providing instructional support, the contractor shall provide live fire ranges, waterborne facilities, breacher equipment and supplies, weapons and ammunition. This training will provide Navy Expeditionary Combat Command (NECC) Riverine Force crew members, employed in littoral operations, with skills to support Maritime Interdiction Operations, and to support Marine and Army Expeditionary Forces, maintain and secure river and adjacent areas of operation, as well as, define, own and occupy the water space. The MIO training will provide NECC personnel with the necessary skills and knowledge to perform small unit tactical movements, convoy operations, radio communications, range safety, handling and preservation of ammunition, Counter-Improvised Explosive Devices (C-IED) operations, water survival techniques, tactical operations, defensive tactics, interior guard functions, and detainee handling procedures. This training allows qualified personnel to demonstrate, maintain and qualify on primary and secondary crew-served weapons, while performing basic movement while engaging targets, transitioning from primary to secondary weapon, and live-fire exercises in a controlled environment. The two class convenings are for five (5) weeks each, with one beginning April 23, 2007 and the second beginning June 11, 2007. This notice of intent is not a request for competitive proposals, as a separate request for proposal will be issued at a later date for the Government?s full scope for instructional support for the Navy Riverine Force Small Craft Maritime Interdiction Operations Team Training.
