- Naval Air Warfare Center, Aircraft Division, Patuxent River, MD has a requirement for 15 demonstration flight hours in the MIG-15 aircraft to the United States Naval Test Pilot School to support the Fixed Wing curriculum. The contractor or contractor-approved pilot-in-command shall be in the airplane for all flights and shall act as the pilot-in-command. Contractor support services shall include: a one hour briefing to Test Pilot School personnel, a contractor provided Safety Pilot, maintenance, oil, special equipment, and any other support services associated with the operation of the aircraft, any flight gear specific to the aircraft type, and a fully operational MIG-15 aircraft. In addition to all applicable Federal Aviation Regulations, the minimum qualifications for the contractor furnished Safety Pilot are: a minimum of 50 hours total time in model, with not less than 5 hours in model within the previous 60 days, not less than 500 flight hours total time, must have a current FAA commercial license with current medical qualifications and required aircraft certifications. If the Safety Pilot has not previously flown with the Navy Test Pilot School, an initial Safety Pilot qualification flight and familiarization will be completed prior to student flights. The Government intends to negotiate on a sole source basis with Red Star Aviation, 8 Knollwood Road, Hackettstown, NJ 07480, under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement prior to the closing date of this announcement. The Government for the purpose of determining whether to initiate a competitive procurement will consider all capability statements received in response to this notice. The government reserves the right to process this procurement as a sole source based on the responses received. NOTE: DFARS 252.204-7004 Alternate A, Required Central Contractor Registration, applies to all solicitations issued on/after 6/1/98.
