Description
Request for Proposal N00033-07-R-2005 is currently available for review. Offerors may download a copy by visiting the following website: http://www.msc.navy.mil. Offerors may download a copy of the Specialtime Proforma by visiting the same website, selecting ?Contracts? and then choosing ?Proforma.? Charter of one (1) U.S. Flag vessel to support at-sea operations conducted by the Naval Surface Warfare Center-Panama City (NSWC-PC). At-sea operations include the launch and recovery of two (2) Unmanned Underwater Vehicles (UUVs) and one (1) Rigid Hull Inflatable Boat (RHIB) astern with the vessel?s crane while it is both underway and at anchor. Operations will be conducted in local waters approximately 35 nautical miles (NM) from the Naval Support Activity, Panama City (NAVSUPPACT-PC) in the vicinity of 29 44.157 N 86 06.883 W. The contract will consist of a 12-day time charter commencing on 2 April 2007. The vessel must have a minimum length of 135 feet. The vessel must possess at least 600 square feet of aft deck space. The deck shall be arranged to allow NAVSUPPACT-PC to secure or weld tie-downs and brackets as needed. Government furnished equipment shall include two (2) military-owned demountable containers (MILVANs,) approximately 2,500 lbs, 8ft x 20ft footprint; one (1), 15 foot RHIB (approximately 1,500 lbs) and cradle (approximately 400 lbs); and two (2)?UUVs, 20 ft (one (1) approximately 2,000 lbs and one (1) approximately 200 lbs). The vessel shall have accommodations (berthing and mess facilities) for 13 Government personnel. A minimum 2-ton capacity crane that may be extended 20 feet astern of the vessel while underway and at-anchor is required. The crane must possess all required up-to-date certifications and may only be maneuvered by a certified operator. Moreover, the stern must have a 22 foot clear opening with no railing (or removable railing). The vessel?s minimum acceptable range shall be 100 NM and it must be capable of remaining underway or anchored continuously while operating the crane at an unprotected anchorage in 200 feet of water for at least 11 days. The minimum acceptable transit speed is 10 knots. The vessel must be able to safely operate underway and at anchor in winds up to 20 knots and seas of up to 6 ft waves. On deck, the vessel shall be required to provide electrical power to the MILVANs, 220 VAC, 30 amps, and an estimated 200 gallons per day potable water for equipment washdown. The vessel shall be inspected or certified by the U.S. Coast Guard and/or classed by a classification society (i.e. American Bureau of Shipping). The charter shall commence 02 April 2007 and shall continue for up to twelve days, ending 13 April 2007. Laydays: Commencing/Cancelling 02 April 2007
