SOLICITATION NO: GSWR070030 - REQUEST FOR QUOTATION DATE: 27 Feb 2007 CLOSING DATE: 12 Mar 2007 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is unrestricted Please provide pricing for the following: Line item 0001 - four months of service at one office location as follows: monthly 1024/2048 kbps unlimited throughput broadband satellite service (throughput is transmitted and/or received data). D-TMDA IP transport from remote sites to USGS-CRRL central site via private VLAN addressing. Unlimited throughput is defined as no monthly quota or reduction in data transmission rates (1024/2048 kbps). Oversubscription ratio shall be 10:1. Line item 0002 - four months of service at nine independent (remote field) locations as follows: monthly 1024/2048 kbps unlimited throughput broadband satellite service (throughput is transmitted and/or received data). D-TMDA IP transport from remote sites to USGS-CRRL central site via private VLAN addressing. Unlimited throughput is defined as no monthly quota or reduction in data transmission rates (1024/2048 kbps). Oversubscription ratio shall be 20:1. Line item 0003 - initial coordination and set-up of service. STATEMENT OF WORK: I. GENERAL INFORMATION The USGS, Biological Resource Division, Columbia River Research Laboratory (CRRL) located in Cook, WA requires unlimited throughput satellite broadband service to facilitate the transmission of scientific data from remote field locations to the CRRL. This scientific data will be collected at numerous remote locations on the Columbia and Snake Rivers and needs to be transmitted to the CRRL for processing in a timely manner. II. WORK REQUIREMENTS A. Technical Requirements. 1. The contractor will provide monthly1024/2048 kbps unlimited throughput broadband satellite service (throughput is transmitted and/or received data). D-TMDA IP transport from remote sites to USGS-CRRL central site via private VLAN addressing. Unlimited throughput is defined as no monthly quota or reduction in data transmission rates (1024/2048 kbps). Oversubscription ratios must not exceed the 10:1 and 20:1 thresholds. 2. Service is for 4 months Unlimited Throughput broadband. B. Deliverables. 1. The contractor must provide uninterrupted 1024/2048 Unlimited Throughput broadband service. III. SUPPORTING INFORMATION A. Place of Performance. 1. 5501-A Cook Underwood Road Columbia River Research Laboratory Cook, WA 98605 B. Period of Performance 1. Service is for 4 months (April 1 - July 31, 2007). C. Special Considerations. 1. All data passing through the broadband system under this service contract is the property of the USGS-CRRL and is not to be viewed, copied, or distributed for any reason. E. Evaluation Criteria 1. Professional service record showing at least one year of reputable business operation in the broadband satellite service industry. 2. Ability to provide uninterrupted 1024/2048 Unlimited Throughput broadband service with strict adherence not to exceed requested oversubscription ratios. 3. Ability to quickly remedy any technical issues that may affect the reliability of the contracted service. METHOD OF EVALUATION 1) Prospective contractors are advised that quotations will be evaluated solely upon price. Award will be made to the lowest-priced responsible and responsive offeror. Offeror must provide information on all items under Evaluation Criteria paragraph above to determine their responsibility and responsiveness. Quotations are due by 3 PM PDT, March 12, 2007 to the Contracting Officer in Sacramento, CA (USGS, Western Region Acquisition and Grants Branch, Attn: Ron Donez, 3020 State University Drive East, Suite 2002, Sacramento, CA 95819). Offers received after this time and date will not be considered. Offers are preferred by electronic means (email and fax), but are accepted by mail. Prospective contractors are advised that the following provisions are applicable to this solicitation document.
