Description
The U.S. Army Space and Missile Defense Command/U.S. Army Forces Strategic Command (USASMDC/ARSTRAT) is the Armys premier integrator of space and missile defense capabilities and, as such, has been directed to deliver assigned Army capabilities acro ss the full spectrum of warfare from concept to warfighter. In support of air, space, and missile defense, the USASMDC/ARSTRAT executes a requirement to provide survivability expertise and radiation hardened technology development support against a broad range of radiation threats and across multiple radiation environments under the Survivability, Hardening, and Advanced Radiation Protection (SHARP) program. This effort will provide primary support to the USASMDC/ARSTRAT Space and Missile Defense Technica l Center (SMDTC) and, as required, Other Government Agencies (OGAs) related to air, space, and/or missile defense. The contractor will be expected to provide expertise to include scientists, physicists, engineers, electrical and mechanical technicians, de velopmental and operational testers, and subject matter experts with widely recognized reputations and solid credibility in the performance of the following required support services: (1) battlefield analyses, simulations, and distributed test exercises; ( 2) analysis and characterization of radiation environments; (3) assessment of coupling of battlefield environments to mission essential components; (4) computation of the degrading and damaging effects of harsh environments to components and critical weapo n system assemblies; (5) identification, assessment, recommendation and development of technology solutions to harden military equipment to a variety of harsh environments; (6) engineering and system survivability support of hardening activities; (7) test and evaluation planning, integration, execution, data analysis support and experience at the full spectrum of environment and particle generator facilities nationwide; and (8) distributed networking of facilities for integrated test and hardware-in-the-loo p assessment of postulated combined effects. Key personnel and subject matter experts must be acknowledged experts within the radiation hardening and survivability communities and recognized by stakeholders such as USASMDC, the Radiation Hardened Oversigh t Council (RHOC), and OGAs. This support must be immediately available upon contract award to realize current USASMDC/ARSTRAT program development and testing schedules and maintain critical interfaces with users and sponsors. The SHARP scope of work (SOW ) is anticipated to have nine (9) functional areas: (1) Threat Environment Modeling and Simulation (M&S); (2) System Survivability Engineering and Analysis; (3) Technology Requirements Analysis, Development, and Demonstration; (4) Survivability Effects Te st, Analysis and Mitigation; (5) System Survivable Technology Integration; (6) Specialized Applications Technology Development; (7) Survivability Program Management; (8) Other Modeling & Simulation and Distributed Test & Evaluation (DT&E) Solution Support; and (9) Other Radiation Hardening, Survivability, and Engineering Support. Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, this action is directed towards Amtec Corporation. This acquisition is not open to foreign firms. The proposed contract action is for supplies or services for which the government inten ds to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source effort is not a request for competitive proposals. A determination by the government not to compete this proposed contra ct action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation.
