Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued under Request for Quotation (RFQ) number W912QG-06-T-0005. This solicitation document and incorporated provisions and clauses are those in effect through Fede ral Acquisition Circular 05-15. Description of Requirement: This position is located in the 169th Fighter Wing, South Carolina Air National Guard, Eastover, South Carolina, in the Operations Group (OG) to support flying and intelligence operations. The primary purpose of the position is to perform specialized dutie s and functions associated with Sensitive Compartmented Information Facility (SCIF). This position requires a working knowledge of Top Secret/Sensitive Compartmented Information (TS/SCI) handling, transport, account maintenance and security. The SSO mus t have a working knowledge of SCIF regulations, Director of Central Intelligence Directive (DCID) directives, physical security, information security and access requirements. This position will also be responsible for deployment preparation and security o f TS/SCI information and systems and, once deployed, maintenance, security and operation of the Tactical-SCIF (T-SCIF) as required by the Wing Aviation Package and related Wing Unit Type Codes (UTC). Individual required to have attended the SSO certificat ion course. This position does not require military membership. The SSO will work for the 169FW/CC in coordination with the 169 OG/CC. The SSO will keep the commanders apprised of all ongoing SCIF operations, requirements, regulatory briefings and updates, and funding issues. The SSO will maintain a current Wing and State Bureau access list and brief all commanders on any changes that affect access and need to know. The SSO will brief the commanders quarterly, at a minimum, IAW DCID directives and Wing Operating Instructions. The SSO will ensure all required inves tigations are IAW DCID directives and governing regulations and the FW/CC and OG/CC, or their designated representatives, are briefed on the outcome. The SSO will coordinate with the Senior Intelligence Officer regarding all intelligence matters and areas requiring access and assist where required in the governing directives. The SSO will serve as the Information System Security Officer (ISSO) and Special Security Representative (SSR) as appointed by the Fighter Wing Commander and provide security oversig ht for all personnel working within the SCIF. Duties and Responsibilities: 1. Overview: Plans, organizes, and directs the activities of all SCIFs within the Wing. The SSO will ensure that all facets of the SCIF (Personnel, Physical, Information, and Computer Security) comply with legal and regulatory requirements and meets cus tomer needs. The SSO will develop goals and objectives that integrate the organization and SCIF. Analyzes and applies Presidential Executive Orders, Director Central Intelligence Directives (DCIDs), Defense Intelligence Agency Manuals, DoD Manuals, Ai r Force Manuals, Air Force Instructions, and local Operating Instructions. Conduct an annual review of all instructions, and establish policies and procedures for the accomplishment of SCI protection and security. Coordinate plans and schedules with othe r organization managers and ensures and interfaces with DoD, DIA, NSA, USAF, AIA, AETC AOS, AFCAF, and other national-level agencies to evaluate, guide, and adjust unit programs to meet changing needs and requirements. Will ensure the SCIF is available to Wing and State Personnel as needed. Balances workload and provides advice, guidance, and direction on a wide range of SSO and administrative issues. The SSO will review organizational mission needs, func tions, and manning for SCI accesses. The contractor will perform logistical operations, budget, and identify requirements for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objecti ves. The SSO will obtain and maintain a financial account for replacing required SCIF equipment and acquisition of new resources to keep the SCIF and T-SCIF functioning at the most updated and capable level. Additional duties of the SSO include establish metrics and analyze systems to ensure actions are timely and reviewed at critical points, conduct self-inspections and present detailed and comprehensive reports with any corrective action to the Wing Commander, Operations Group Commander and SIO, follow- up to ensure complete and quality resolution of discrepancies, and assess/revise policies and procedures as needed to find ways to improve security, quality, timeliness, and efficiency of work. 2. Training and Deployed Responsibilities: The contractor will conduct annual training of all personnel to ensure compliance with all security directives and will maintain and monitor all Wing and State TS/SCI accounts and billets to ensure all cleared me mbers are in compliance with established OIs, directives and regulations. The SSO will brief and debrief all required Wing and State personnel IAW DCID and DIA established guidelines and, when required, will establish procedures and oversee a 24-hour SCI F operation. The contractor will ensure all TS/SCI mission materials and equipment are properly prepared, shipped and accounted for before and after a Wing Deployment requiring the T-SCIF. The SSO will establish procedures and oversight for the operation of the 169th Fighter Wing SCIF while T-SCIFs are deployed. 3. Additional Duties: Special Security Officer will be responsible for initiating and implementing policies and waivers to established guidelines to meet command operational requirements. The contractor identifies local SCI courier officials that have a requirement to courier SCI and is responsible for the Defense Courier Service account. The SSO also serves as the SCI Control Officer responsible for establishing, managing, and controlling, through the SIO, all collateral and SCI within the Sensitive Com partmented Information Facility affecting the Units mission. The contractor develops and maintains required Memorandums of Agreement with all organizations and is the principal advisor to the Wing Commander, Operations Group Commander, and SIO on SCI phy sical, TEMPEST, computer, information, personnel and administrative security. The SSO will be required to stay current on different security program interrelationships and applies this knowledge for the purpose of protecting SCI facilities from espionage, sabotage or destruction. 4. Coordination: The individual will be required to work with Program Security Managers (PSMs) and comply with all National Industrial Security Program Operating Manual (NISPOM) and NISPOM Overprint requirements. The SSO will be required to work with and assist the PSMs as directed by the Wing Commander or Operations Group Commander. Prior knowledge and duties as a PSM is required. Conditions of Employment: 1. The SSO will be required to work the same schedule as Wing personnel to include all unit training assemblies, holidays, and down days. The SSO will be required to participate as required in all exercises as a non-player. The contractor will also work out a schedule to maintain a 24-hour a day SCIF operation if dictated by National or State Emergencies or local directives. The SSO will be required to maintain a record of all compensation time and coordinate with the Operations Group Commander or his de signated representative for time off. Forty (40)-hour work week schedule will be flexible for mission requirements and coordinated as needed. Qualifications: 1. Must have and be able to maintain a Top Secret clearan ce with SCI access (TS/SCO). 2. Must complete SSO certification course and maintain certification. 3. Must complete or have completed a DCID 6/9 course. 4. Experience as a Program Security Manager for a Secretary of the Air Force for Acquisitions (SAF/AQ) facility is required. The individual will be required to remain proficient in career field. The Government will provide as needed cost for training and conferences, to include all travel, per diem, and class fees in accordance with the Federal Travel or Joint Travel Regulation s. All clearance requirements and cost will be provided by the Government. Basis for award: The Government will make award to the responsive, responsible firm whose quotation is the most advantageous to the Government and represents the best value based on technical capability and past performance. These factors, when combined, are approximately equal to cost or price. Period of Performance: The term of this contract will be from the date of award for twelve (12) months. The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3, Offerors Representations and Certifications - Commercial Items, with their response. All v endors must be registered in the Central Contractors Registration (CCR) and must have an active DUNS number.
