Description

The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source, brand name purchase order with Legacy Communications, Inc for a NICE Recording System. The existing system is an older Dictaphone System that has one Trunking Channel cap ability. The existing Dictaphone System is now licensed by Nice Systems. Fort Carson has an existing Motorola 4.13 Trunking System that was installed and is maintained by Motorola on separate contracts. This existing radio communication trunking system is proprietary and all components of the Logging System must be approved an d certified by Motorola. Legacy Communications, Inc is an authorized and certified representative for Motorola in Colorado and currently provides maintenance for the 4.13 system. The new system will have the capability of increased storage capacity and 16 channel logging capacity. The installation of the Motorola 4.13 Trunking System at Fort Carson with an original cost of more than 11.0 million dollars has locked this installation into a proprietary agreement, and to ensure continued contractor support non-proprietary systems canno t be placed on the system. The estimated cost of this procurement is $160,000.00 and is not sufficient to justify using non-Proprietary components. The only alternative is to use non-proprietary components, but the resulting cost of support cannot be justified considering the overall cost of the existing system and support agreements with Motorola. This is a sole source brand name procurement under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 6.320-1) and (FAR 13.501). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in SUFFICIENT detail to demonstrate the ability to comply with the requir ements listed above. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are rece ived, the Government will proceed with the sole source negotiation with Legacy Communication, Inc. Responses are due 7:00 PM (MST) 04 March 2007.
