Description
This pre-solicitation notice, for a planned acquisition, is to provide revegetation (grass seeding) services at the USAF Academy, CO. This requirement will be awarded as a BPA with a five (5) year period of performance. The National Acquisition Industrial Classification Standard Code (NAICS) proposed is 561730, Landscaping Services, and the business size standard is $6,500,000. This acquisition will be set-aside 100 percent for HUB Zone. DESCRIPTION OF SERVICES: The requirement includes providing materials, tools, equipment, vehicles and all other items necessary to re-seed areas throughout the Air Force Academy and Farish Memorial park. The contractors shall use seed mixes consistent with the requirements provided. Special seed mixes may need to be developed for unique site conditions such as wetlands and riparian areas. Soil preparation on disturbed sites shall include tilling, harrowing, or raking. The contractor shall remove rocks larger than six (6) inches prior to reseeding. In the disturbed sites, the contractors shall till the soil to a minimum depth of four inches, then harrow or rake to produce firm seedbed for planting. Sites without suitable surface soils for plant growth shall be covered with three (3) inches of weed-free topsoil that shall be incorporated by disking. The contractors shall drill seed or broadcast seed depending on the slope of the disturbed site and the size of the area. Drill seeding is the preferred method for seeding if site conditions are suitable for using rangeland seeding equipment. The contractor shall use weed-free native hay or weed-free straw, crimped into the soil 3-4 inches; virgin wood fiber hydro mulch with a color dye and manufacturer recommended rate of organic tackifier; or erosion control blankets to control erosion and promote seed germination management and plant establishment. At least 2 Blanket Purchase Agreements (BPAs) with separate contractors will be established. The BPA is a method of fulfilling anticipated repetitive services with more than one contractor where the exact time, quantity and type of service is not currently known. Over time, work will be distributed between BPAs. Offerors will submit price schedules for all possible services of which the lowest priced offers will be incorporated into BPAs. Contractors are required to be registered in the Central Contractor Registration (CCR) and On-Line Representations and Certifications (ORCA). Anticipated posting is scheduled on or about 1 April 2007 utilizing the FedBizOpps.gov single government point-of-entry (GPE) for Federal government procurement opportunities at www.fbo.gov and solicitation documents will not be available by any other means. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
