Description
SOURCES SOUGHT SYNOPSIS. This is an announcement for information and planning purposes. The synopsis does not constitute request for proposal, request for quote, or Invitation for bid. The US Department of Defense (DoD), Joint Navigation Warfare Center (JNWC) is seeking otential sources to provide a state-of-the-art GPS jammer to support navigation warfare (Navwar) testing. Potential offerors should submit a Statement of Capability (SOC) that addresses the offeror's ability to provide a system meeting the requirements below. System Requirements: Power output of 1W minimum, 1W ? 20W desired; Frequency stability of +/- 1.0 ppm; Waveforms programmable for the following categories 1)Noise, 2)GPS Coherent 3) BPSK/QPSK GPS Gold Code and 4) BPSK/QPSK user defined codes; Remote wireless operations up to 20 remote systems; Modulation rates up to 15 Mbps; Communications serial (RS232) interface at 2400 baud minimum; Input voltage of 12V-24V DC nominal (10V-26V maximum range); Field transportable and weighing 40 lbs or less with case; Field ruggedized including sealed for dust, rain, and wind; Frequency coverage on GPS L1 and L2; Circuit protection for all major circuits; Input power protection on DC input and against over voltage (>26V) and reverse polarity; Indicator lights in the following categories 1) Green for normal operations (can be extinguished for night time operations); 2) Yellow for conditions other than normal operations, and 3) Other indications during self testing operations; Ports for the following applications 1) DC In 2) Communications, and 3) 50 ohm antenna; The system should include all accessories needed to deploy to and operate in the field, including transport cases. Systems under consideration must be commercial off the shelf items which have been tested and used in the field under operational mission conditions for a minimum of 3 months. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). We anticipate the release of a formal request for proposal in late 2007. Firms responding to this announcement should include company name, point of contact, address, system description, technical information, number of months used in field operations, and a rough order cost estimate based on systems delivery in early 2008. Please limit responses to no more than 25 pages. SOCs may be submitted to ( PCO provided POC information and media options).
