Description
The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, (G-ACS-1) has a requirement for practical survival experience and teaching instructional techniques for different survival situations. The Contractor?s instructors shall provide expert skills and knowledge to deliver instruction in the following areas/curriculum: Psychology of Survival, Survival Planning for both land and water; Techniques and methods for: Location or Position Fixing, Self-Aid and Buddy Care, Water requirements and procurement, Food requirements and procurement, Shelter Construction, Fire Building, Climate and Seasonal Considerations, Travel Considerations, Survival Hazards, Rescue Procedures, and Communications: visual, sound, and electronic. The Contractor shall provide instructional courses to train Coast Guard personnel in survival instruction, in both a classroom setting and a field environment. This shall include, but not be limited to the following: practical survival experience and instructional techniques for different survival situations and regions, which include the Pacific Northwest region, Desert region and Tropical region. The specific tasks to be performed will be outlined in individual task orders. The Contractor shall provide course evaluation questionnaires to the students at the end of the course as well as USCG certificates to successful participants in their course. This acquisition is considered a commercial acquisition and as such will be conducted in accordance with FAR Pat 12, and FAR Subpart 13.5. All requirements for the training courses will be outlined in the solicitation, which will be posted at the www.fedbizops.gov website within the next two weeks. The basic requirements for these courses are as follows: Location: The place of performance for each course shall be at a location arranged by the Contractor and mutually agreed upon the Government and Contractor. Course Language: The training shall be conducted in English. Methodology of Instruction: The instructor may use a variety of training aids, Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions. The contractor shall supplement live training with written course material. The course material shall be provided to each student and kept by each student to be used as future reference material. The contractor shall provide this training for a minimum of one year, and a maximum of five years. The request for quote (RFQ) number is HSCG23-07-Q-PBF011. This requirement is available for full and open competition. The USCG anticipates award of a Firm Fixed Price IDIQ contract for these courses. The NAICS code for this acquisition is 611430. For minority, women-owned and Disadvantaged Business Enterprises: The Department of Homeland Security (DHS) Office of Small and Disadvantaged Business Utilization, has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DHS Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
