Description
The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, or women-owned small businesses) having the capabilities and experience to assist in the ongoing operations of its Biomedical Informatics Section and its facilities telecommunications and access operations. In particular, the contractor will maintain the Human Research Information Systems which is a secure network that maintains participant charts and clinical data. The services shall include but not be limited to: 1. Planning, development, support and administration of its local area network and Human Research Information Systems- related systems and networks. 2. Planning, development, and implementation of network security in a multiplatform environment for closed and open networks. 3. Design, development, maintenance and support of the Biomedical Informatics Sections? Intranet web sites and applications. 4. Managing the daily ongoing operations of the Human Research Information System. 5. Research, development, and maintenance of ongoing clinical and scientific informatics 6. Web and application development in support of the ongoing and future programs at the IRP. 7. Biomedical, scientific and desktop support at all NIDA Intramural Research Program locations in the Baltimore, Maryland area 8. Ongoing support of NIDA?s telecommunications systems and cabling infrastructure. 9. Ongoing support physical access systems. It is brought to the attention of interested parties that on occasion work will be performed in laboratories that house laboratory animals and hazardous chemicals including chemicals, human blood and tissues and low level radioactive materials. The contractor will need to provide medical documentation of required immunization (measles and tetanus) and tuberculosis screening for all new contract employees prior to request for security access to clinical or animal care areas. Current and future animal care areas are located in the C building second and third floors, BRC Vivarium and Triad Technology Center?s first floor. Current and future clinical areas are located on the first floors of the C and G building?s and at the Maryland Psychiatric Research Center in Catonsville, Maryland. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specifically addressing the clinical and bioinformatics requirements; 2) Personnel: Name, professional qualifications and specific experience of professional and technical personnel classifications; and 3) Ability to provide personnel that meet the requirements to access animal laboratory areas. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, and commendations. Small business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two copies of their capability statement and must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status, and 6) capability information in response to the requirement and qualifications identified in this notice; and 6) type of small business your organization classifies itself as (ie: women-owned, HUBZONE, etc.). Please submit written capability statements by March 28, 2007 to the NIDA Contracting Officer identified in this announcement.
