Description
This is a special notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to procure scientific, technical and policy guidance from the National Academy of Sciences (NAS), Washington DC. These services will be procured on a non-competitive basis in accordance with the FAR, through Federal Acquisition Circular (FAC) 2005-15. The purpose is to update the decadel survey of earth sciences to account for changes to the NPOESS and GOES-R satellite systems. The NAS has unique skills to perform. In January 2007, this committee completed a two and one-half year study at the request of NOAA and NASA, along with USGS, to recommend directions for Earth sciences and applications for NOAA's satellite remote sensing systems. The NAS is a single source with unique capabilities. Created in 1863 by the U.S. Congress and dedicated to the furtherance of science, the NAS draws upon 2,000 scientists and engineers elected to lifetime memberships based on their contributions to science and technology. The independent members serve without compensation and offer advice and counsel in the areas of their expertise that is significantly free of bias. No other source is known to possess the NAS capability. This action is taken under the authority of 41 U.S.C.253(c)(1) as implemented by FAR 6.302-1. Any source possessing the capability may respond and will be considered. A justification for other than full and open competition is on file. The reference number is NEEK0000-7-07237.
