Description

This is a special notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to procure scientific, technical and policy guidance from the National Academy of Sciences (NAS), Washington DC. These services will be procured on a non-competitive basis in accordance with FAR Part 13, through Federal Acquisition Circular (FAC) 2005-15. The purpose of the resulting PO is to review a Climate Change Science Program draft Synthesis and Assessment Product Number 3.2, entitled "Climate Projections Based on Emissions Scenarious for Long-lives Radiatively Active Trace Gases". The NAS will provide detailed peer review of the draft document. This review will be performed by a committee of approximately 10 members that is composed of a range of disciplines. The NAS is a single source with unique capabilities. Created in 1863 by the U.S. Congress and dedicated to the furtherance of science, the NAS draws upon 2,000 scientists and engineers elected to lifetime memberships based on their contributions to science and technology. The independent members serve without compensation and offer advice and counsel, largely free of bias, in the areas of their expertise. No other source is known to possess the NAS capability. This action is taken under the authority of 41 U.S.C.253(c)(1) as implemented by FAR 6.302-1. Any source possessing the capability may respond and will be considered. A justification for other than full and open competition is on file. The reference number is NRMT0000-7-07191.
