- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to procure scientific, technical and policy studies from the National Academy of Sciences (NAS), Washington DC; a private non-profit institution, in accordance with the Federal Acquisition Regulation, current through Federal Acquisition Circular (FAC) 2005-15. These services will be procured on a non-competitive basis. The NAS is a single source with unique capabilities. Created in 1863 by the U.S. Congress and dedicated to the furtherance of science, the NAS draws upon the nation's top scientists, engineers and other experts, all of whom volunteer their time to study specific concerns. These experts offer advice and counsel significantly free from bias, in the areas of their expertise. No other source is known to possess the NAS capability. This action is taken under the authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. NOAA anticipates award of an IDIQ contract for a period of sixty (60) months, expected award on or about July 2007. Task Orders will be issued as necessary and the total contract value is estimated to be $9.9 million. This Notice is not a request for proposals, however any firm that believes that it can meet these requirements may submit a written statement demonstrating their ability to perform within 15 days of this notice to Robin.Prather@noaa.gov. A determination by the Government not to compete the proposed contract is solely within the discretion of the government. No solicitation document is available.
