- Brand Name Justification SSA has a requirement for Vertex Portable Radios, Chargers, and Batteries. These items are needed to support the Emergency Response Team at the Social Security Administration. The radios, chargers, and batteries are required to maintain the critical communications within the Main Complex and between the NCC and Metro West. Vertex Portable Radios are currently being used at SSA and are the only portable radios that can meet the exact need for this acquisition. The radios must be Vertex VX-800UA/62 and operate at the government frequency of 400-430 MHz. Altering the radios, would require a change to the system that is currently being used as well as changes to the repeaters, amplifiers, and programming which would lead to additional expenses. In addition, the purchase of Vertex portable radios is most advantageous to the government as it provides for continuity of operations, which is of the utmost importance. Based on the above, it is important that Vertex radios, chargers, and batteries are purchased, as they are the only brand that can meet the exact need for this acquisition. The Social Security Administration (SSA) requires delivery of the following items: (55) Vertex VX-800UA/62; 400-430 MHZ, 5 watt, 200 channel, UHF portable radios. Includes FNB-V62LI Lithium battery. (49) Vertex VAC-800B; 120 VAC 1-Hour Desktop Charger. (3) Vertex VAC-6800B; 120 VAC 6 UNIT Multi-Rapid Charger. (10) Vertex FNB-V62LI; 7.2 V 1600mAh Lithium-Ion Battery Pack. The contractor shall program and test each Vertex Portable radio to match the existing settings and test all batteries and provide label date and capacity. Items shall be delivered, FOB destination, to Social Security Administration, Operations Bldg Loading Dock, 6401 Security Blvd., Baltimore, MD, 21235-0001 30 days after award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award shall be a fixed-priced order and is 100% set aside for small businesses under the North American Industry Classification System (NAICS) 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The size standard is 750 employees. The following FAR provisions are incorporated by reference to this solicitation: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation of Commercial Items, FAR 52.212-3 Offeror Representations and Certifications of Commercial Items. The Government will place an award to the offeror, or combination of offerors, that results in the lowest total price for the requirement, administrative costs considered. For evaluation purposes, the estimated administrative cost of awarding a separate order is $500. Offers are due on March 1, 2007 by 12:00 p.m. EST.
