Description
This project is for the FY-07 Dormitory, Langley Air Force Base, VA. An Industry Forum to highlight this project will be held on March 28, 2006 at 10:00 am in the Norfolk District, Corps of Engineers, 803 Front Street, Norfolk, VA 23510-1096. This project will use a modified Two-Phase Procurement Process, which will be explained at this forum. All firms are requested to submit names and telephone numbers of ALL attendees to Debbie Gray via email debora.s.gray@usace.army.mil or fax at 757-201-7 183. The project can be described as a 96 person dormitory, consisting of a 1 story administration building and a three-story living quarters structure with reinforced concrete foundation and floor slabs raised above flood plain, load bearing metal stud structure, masonry walls, standing seam metal roof, utilities, HVAC, fire detection/protection, communication support, pavement, site improvements, landscaping, demolition of two facilities, relocation of water/sewer/storm lines, and all necessary support. Force Protection will comply with DoD Minimum standards. This project will be LEED certified. The evaluation factors are as follows: a. PHASE 1 Evaluation Factors: FACTOR 1-1: Offeror Past Performance; FACTOR 1-2: Offeror Relevant Experi ence; FACTOR 1-3: Offeror Project Key Personnel and Key Subcontractors; and FACTOR 1-4: Offeror Past Safety Performance. b. PHASE 2 Evaluation Factors: FACTOR 2-1: Technical Approach Narrative; FACTOR 2-2: Project Management Plans and Schedule; FAC TOR 2-3: Technical Data; FACTOR 2-4: Subcontracting Plan (Large Business Offerors); and FACTOR 2-5: Past Performance on Utilization of Small Business Concerns. Offerors will be evaluated on both technical quality and conformance to the solicitation an d price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The construc tion duration is 365 calendar days from receipt of Notice to Proceed. The magnitude of construction is estimated to be between $5,000,000.00 and $10,000,000.00. The receipt date for Phase I proposals is April 28, 2006. THIS IS AN UNRESTRICTED PROCUREME NT. NAICS CODE 236220 applies to this procurement. Submission requirements (plans/specs) will be available on/about March 28, 2006 via http://www.fedbizopps.gov/ (search on W91236% for solicitations issued by Norfolk District). No hard copies will be av ailable. Prospective contractors must be registered in the Federal Technical Data Solutions (FedTeDS, https://www.fedteds.gov) database prior to download of plans and specifications. Prospective contractors must be registered in the DOD Central Contracto r Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
