Description
This is a modification to the synopsis entitled Operational Advanced Technologies for Spacecraft (OATS)which provide engineering support and domain knowledge of the Space Transportation System (STS) and the International Space Station (ISS) command and control systems and processes, and their data bases of ground controller activities during STS and ISS operations which was posted on January 9, 2007. You are notified that the following changes are made: The following amendment to the Solicitation No. NNA7180486R titled ?Operations Advanced Technologies for Spacecraft? (OATS) is intended to clarify requirements for this contract 1) Location of support and provision of subject matter expertise The need to fully understand all domains of manned spaceflight commanding and control require the onsite observation of NASA Civil Servant and contract Flight Control personnel while performing all aspects of flight control. This will include the following buildings at Johnson Space Center (JSC) in Houston Texas in (Not inclusive) Building 30 Mission Operations Wing (MOW) ? White Front Control Room (WFCR) ? Front Control Room 1 (FCR-1) ? Red Front Control Room (RFCR) ? Systems Multi-Purpose Support Rooms (MPSR) Building 5 ? Space Station Training Facility (SSTF) ? Shuttle Mission Training Facility (SMTF) ? Shuttle Fixed Base ? Shuttle Motion Base Buildings 4N/4S ? Flight Controller Offices, Training Division Offices, Crew Offices ? Part Task Trainers (PTT) ? Flight Controller Trainers (FCT) ? Single System Trainers (SST) Building 9 - Space Vehicle Mockup Facility Sonny Carter Training Facility ? Neutral Buoyancy Lab (NBL) In addition to the need for onsite and real time observations of the function, there is a need for detailed debriefing of staff off console, after the onsite observations. These debriefings will include Q&A regarding activities observed, discussion of the process and human factors involved in the process, and follow-up with additional questions based on items discussed The due date for responses is now March 5, 2007 due to this extension. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
