Description
The Philadelphia Division of FISC Norfolk's Contracting Department intends to solicit for services and associated materials necessary to operate and maintain the NAVSEA Naval Inactive Ships On-Site Maintenance Office (NISMO) Pearl Harbor, HI. These services include the alteration services such as receipt, inspection, survey, maintenance, and disposal of naval vessels. The scope of this effort covers vessels assigned to NISMO Pearl Harbor, HI. Work outside the Pearl Harbor, HI site will be at remote sites including but not limited to the Pearl Harbor and San Diego, CA. Travel will be required in support of this requirement. The solicitation shall contain a requirement for a base period of performance beginning 1 October 2007 through 30 September 2008 with four (4) one-year renewal option periods, as well as, inclusion of an additional option for up to 50% of the total level of effort. A cost-plus award fee type of contract is anticipated. Offerors shall be required to submit both technical and cost proposals. The proposed contract is 100% set aside for small business concerns. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 336611 and 1000 employees, respectively. The size standard is based on the industry classification of the requirement being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. It is anticipated that the solicitation for this requirement shall be posted on or after 19 March 2007 at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).
