- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) One year on-line access to Science Journals published by Elsevier. This requirement is sole sourced to Elsevier Science and Technology, 360 Park Ave South, 8th Floor, New York, NY 10010-1710, based on the fact that the electronic access to these journal titles is proprietary to Elsevier. They are the publishers of the journals, who own the titles and no one else sells electronic access to them. ScienceDirect is the platform they use and, again, is completely proprietary to Elsevier. Any firms believing that they can provide the one year on-line access to Science Journals published by Elsevier, may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm?s ability to be responsive without compromising the q uality, accuracy or reliability of the service without causing programmatic hardship.
