- D--This requirement was originally announced in spring of 2006 but was placed on hold on June 29, 2006. This announcement re-opens the acquisition process to re-solicit interested contractors concerning this requirement. Those contractors that submitted a response to receive a Request for Proposal (RFP) on the previous synopsis must re-submit a letter requesting this solicitation. This procurement is to provide technical support to BIA in the Office of Information Security and Privacy. Technical support will include assistance in fulfilling obligations to comply with OMB Circular A-130 and the Department of Interior (DOI) Certification and Accreditation (C&A) Program and other appropriate laws, directives, policies, standards, and guidelines. The DOI C&A guide provides a standardized approach to obtaining an authorization to operate for DOI Sensitive But Unclassified (SBU) IT systems undergoing the C&A actions required by the Office of Management and Budget (OMB) Circular A-130, Appendix III requirements. The formal C&A process, with associated documentation, provides evidence of a risk based methodology that complies with National Institute of Standards and Technology (NIST) guidance and other federal regulations. The solicitation number for this requirement is RMK00070007 and is issued as a Request for Proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-14. This requirement is a Buy Indian small business set-aside (25 USC 47). Only Native American or Alaska Native Owned Contractors of Federally recognized Tribes or Alaska Native Organizations may compete for this acquisition. In order to qualify as an eligible company under the Buy Indian Act, a business must be at least 51% Indian owned, controlled and managed by a Native American(s) belonging to a federally recognized tribe. The contractor will need to provide proof of membership in a federally recognized tribe before award of the contract. The NAICS Code for this procurement is 541513 and the business size maximum is $23.0 million. The performance period for this requirement is a basic year and four-one year options. The successful offeror will provide C&A support to meet the requirements of the DOI C&A Program as described in the DOI C&A Guide, NIST 800-53, NIST 800-53A, FIPS 199, NIST 800-60, NIST 800-26, OISP-2005-002 (Indian Affairs Interim Approval to Operate (IATO) Document Procedures), OISP-2005-001 (Indian Affairs Certification and Accreditation Document Procedures), DOI POAM Guidelines, BIA/OISP POAM Processes and Procedures. The required documents to be used for the reports are listed in the Appendix/Attachment that will be made available with the rest of the RFP materials.
