Description
The US Army Communications-Electronics Life Cycle Management Command, Acquisition Center Washington is performing a market survey on behalf of the US Armys Office of the Project Manager Mobile Electric Power to locate sources who have available, or capabilities to develop, 9k 115/1/60, 18k 208/3/60, 18k 230/1/60, and 36k 208/3/60 Improved Environmental Control Units (IECUs) with the following characteristics: They all shall use R-410A refrigerant. Main performance values for the 9k 115/1/60 are as fo llows: Operating Temperature range for Cool mode is 0 to 125 degrees F, for Heat mode is minus 50 to plus 80 degrees F; Total Cooling Capacity is 9,000 Btu/hr and Sensible is 7,200 Btu/hr; Heating Capacity is 7,000 Btu/hr; Requird Weight is 180 lbs and Des ired is 160 lbs; External Dimensions are 24 inches (W) x 16 in (H) x 26.5 in (D); Required Maximum Power is 3.2 kW and Desired is 2.0 kW; Minimum Power Factor is 0.85; Maximum Current is 36.4 amps; Evaporator Airflow is 300 SCFM; Static Pressure is 0.125 i n water gage; Fresh-Air Airflow is 35 SCFM. Main performance values for the 18k 208/3/60 are as follows: Operating Temperature range for Cool mode is 0 to 125 degrees F, for Heat mode is minus 50 to plus 80 degrees F; Total Cooling Capacity is 18,000 Btu/h r and Sensible is 14,400 Btu/hr; Heating Capacity is 13,000 Btu/hr; Required Weight is 250 lbs and Desired is 225 lbs; External Dimensions are 30 inches (W) x 20 in (H) x 28 in (D); Required Maximum Power is 5.0 kW and Desired is 3.8 kW; Minimum Power Fact or is 0.85; Maximum Current is 18.2 amps; Evaporator Airflow is 590 SCFM; Static Pressure is 0.25 in water gage; Fresh-Air Airflow is 70 SCFM. Main performance values for the 18k 230/1/60 are as follows: Operating Temperature range for Cool mode is 0 to 12 5 degrees F, for Heat mode is minus 50 to plus 80 degrees F; Total Cooling Capacityis 18,000 Btu/hr and Sensible is 14,400 Btu/hr; Heating Capacity is 13,000 Btu/hr; Required Weight is 250 lbs and Desired is 225 lbs; External Dimensions are 30 inches (W) x 20 in (H) x 28 in (D); Required Maximum Power is 5.0 kW and Desired is 3.8 kW; Minimum Power Factor is 0.85; Maximum Current is 28.4 amps; Evaporator Airflow is 590 SCFM; Static Pressure is 0.25 in water gage; Fresh-Air Airflow is 70 SCFM. Main performanc e values for the 36k 208/3/60 are as follows: Operating Temperature range for Cool mode is minus 25 to plus 125 degrees F, for Heat mode is minus 50 to plus 80 degrees F; Total Cooling Capacity is 36,000 Btu/hr and Sensible is 28,800 Btu/hr; Heating Capaci ty is 30,700 Btu/hr; Required Weight is 395 lbs and Desired is 350 lbs; External Dimensions are 38 inches (W) x 27 in (H) x 35.5 in (D); Required Maximum Power is 10.0 kW and Desired is 6.8 kW; Minimum Power Factor is 0.85; Maximum Current is 36.3 amps; Ev aporator Airflow is 1,250 SCFM; Static Pressure is 0.25 in water gage; Fresh-Air Airflow is 140 SCFM. Note: '9k 115/1/60' indicates 9,000-Btu/hr IECU capable of operating with 115-volt, single phase, and 60 Hz input power and the '18k 208/3/60' indicates 1 8,000-Btu/hr IECU capable of operating with 208-volt, three phase, and 60 Hz input power. IECUs shall meet EMI requirements and be compatible with chemical protection equipment and operation in contaminated areas. IECUs shall also be operable in sand and d ust environment. They shall incorporate up-to-date technology and components, must be easily maintainable in the field and contain embedded diagnostics. They must contain safety circuits and controls to prevent catastrophic damage and must conform to safet y and human factors standards. Potential sources must be capable of producing significant quantities during follow on production. The sources should be highly experienced in the area of specialty environmental control, knowledgeable in the area of R-410A r efrigerant and possess a proven track record of accomplishments an on-time delivery of specialty environmental control units. All responsible sources are requested to submit a response to this market research not to exceed 15 pages, and should include descriptive literature of the product and contractors North American Industry Classification System (NAICS) small business size s tatus. The supporting literature must be in sufficient detail to enable the Government reviewer to determine if the vendor has the required product and production qualifications required for the effort. The small business size standard is 750 employees for the NAICS code 333415. The data received in response to this market survey is for information purposes only and does not mandate or impose requirements. This notice is not a request for proposal and the Government does not intend to pay for information su bmitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; however, the information will be used in PM-MEPs assessment of capable sources. It is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unre stricted information as an addendum.
