Description
Notice of Emerging Small Business Set-Aside (Jan 1991) Offers or quotations under this acquisition are solicited from emerging small business concerns only. Offers that are not from an emerging small business shall not be considered and shall be rejected. (End of Provision) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. FA8501-07-Q-0002. SCOPE OF WORK: Repair high voltage loop for Bldg?s 640/645, Robins AFB, GA. The contractor shall provide all labor, material, and equipment required to repair high voltage loop. 2. SPECIFIC TASKS/EQUIPMENT: The contractor shall provide all labor, material, and equipment required to repair high voltage loop. The contractor shall replace the high voltage cable from Switch # 90110 to Electrical manhole inside fenced in area of Bldg?s 640/645 re feeding looping system. The contractor shall replace 500 ft of 500 MCM 15KVA 3 phase high voltage copper cable and 500 ft of 4/0 600 volt copper cable, installing these new lines in spare duct work feed from switch # 90110 to the electrical manhole. The contractor shall also replace 15 KVA terminations in switch # 90110 on circuit 9-1, and also install 15 KVA splices and 600v splice in electrical manhole inside fenced in area of Bldg?s 640/645, connecting to the existing high voltage loop. The contractor shall also notify the 78th Exterior Electric prior to conducting assigned work. The contractor shall also test newly installed lines, splices and terminations for any faults and proper phase rotation of such circuit. The contractor shall adhere to all NEC, ANSI; Lineman?s & Cable men?s Handbooks. The Contractor shall possess Certificate of Competency for Medium Voltage Cable Splicer/Terminator and also provide proof of Electrical Contractor License. The contractor shall also avoid conflicts between new mechanical, electrical, architectural, civil systems, and new work and existing structural or physical aspects of the facility. 3. HOURS OF OPERATION: Contractor personnel working on-site at Robins AFB shall schedule their working hours between the hours of 0730 and 1630, Monday through Friday, except for federal holidays. If extended hours are required on this task, the contractor must obtain prior approval from the Contracting Officer. Facility?s 640/645 will continue all operations and will be occupied during the hours indicated. 4. GOVERNMENT POINTS OF CONTACT: Primary Contact: TSgt Michael L. MISSION ESSENTIAL SERVICES: Services performed under this contract does not qualify as ?Essential DOD Contractor Services?, as defined and described in DOD instruction (DoDI) 3020.37, ?Continuation of Essential DOD Contractor Services during Crises?. 6. SAFETY REQUIREMENTS: In performing work under this contract, the contractor shall: Conform to the safety requirements specified in Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) for all activities related to the accomplishment of the work. Provide safety equipment and PPE (person protection equipment) to execute task in a safe and responsible manner. 7. GOVERNMENT FURNISHED PROPERTY: Government furnished property will not be provided for this project.
