Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with BIO-RAD Life Science Group 2000 Alfred Nobel Dr., Hercules, CA 94547, to provide the routine maintenance and repair on 67 Peltier module thermal cyclers for a period of 12 months beginning March 2007 through February 2008 . This includes 8 Tetrad Base Units; 19 Alpha Engine 96V-Well; 24 Alpha Engine 384 Well; 12 DNA Engine Chassis; 2 Alpha Unit; 2 Alpha Unit 48/48, each with different serial numbers and located in Bethesda, MD. All maintenance service for the tetrad base units will cover the entire system including the power supply and will take place at the location of each piece of equipment. The services shall be furnished Monday through Friday between the hours of 8:30am and 5:30pm excluding holidays. There will be one (1) scheduled onsite preventative maintenance visit, during which each service engineer will inspect all parts, correct, clean, lubricate, adjust and exercise the instrument in all of its operational modes to ensure continuing optimum performance. The vendor shall warrant that all replacement parts supplied shall be of good workmanship and material. This warranty shall be effective for thirty (30) days after installation of the replacement parts. The sole source determination is based upon the fact that only the manufacturer can provide the proper maintenance and replacement parts are proprietary to this vendor and can not be substituted by another vendor. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 811219 and the Size Standard is $6.5M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
