- This is a recurring requirement to establish/maintain a research or developmental capability to be provided by educational institutions in accordance with Subpart 6.302-3 of the Federal Acquisition Regulations. A Broad Agency Announcement (BAA) is contemplated to encourage greater participation by academia in the Proliferation Detection Program (PDP) of the National Nuclear Security Administration???s (NNSA) Office of Nonproliferation Research and Development (NA-22). Under the BAA, institutions of higher education will be invited to submit proposals for research and development that address broad topical areas of technical interest to the program. Proposals will be evaluated against criteria and competitively selected. While prime contractors are restricted to academia, academic institutions may partner with any other potential sources.
