Description
AMENDMENT NO.: 04 - M-OAA-EGAT-PEP-07-274: This amendment number 05 revises the Agency?s response to questions 3 and 53 that were posted in Amendment numbers 03 and 04 on February 15, 2007; and incorporates new requirement on Marking and Branding Strategy under ADS 320 under the selection process section. 3. Question: Will all selected firms be required to prepare a proposal for every task order? Revised Response: In limiting the number of awards under this IQC, USAID hopes that most awardees will compete for most task orders. However, we respect the business decisions that may guide a firm not to compete for a particular task order. Therefore, it is not mandatory that an offeror must submit a proposal for each task order. 53. Question: The contract mentions that the contractor may be required to perform work may in disaster/conflict areas. Question: Putting disaster areas aside for the moment, does a conflict area include hostile and war-torn areas where the personal safety of our employees is an issue? Question: And if so, would the contractor have the option to turn down an assignment where the company feared for the safety of employees in that kind of situation. Revised Response: The offerors should recognize that working in conflict/disaster prone areas is a major part of this statement of work. However, we respect the business decisions that may guide a firm not to compete for a particular task order. Therefore, it is not mandatory that an offeror must submit a proposal for each task order. Please incorporate the following requirement under the Selection Process, second paragraph, and first sentence: ?Pursuant to the negotiation process, USAID will issue cost related instructions and the Branding Strategy (BS) to the short-listed firms (see ADS320.3.2.2 and 320.3.2.3). Those firms will be required to submit a cost submission and Branding Implementation Plan and Marking Plan. They will be given approximately three (3) weeks to provide their cost submission. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (21-FEB-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
