Description
The Department of Veterans Affairs VISN 17 is seeking companies who can provide medical coding instruction as follows: Statement of Work Certified Coder Boot Camp - Inpatient and Outpatient Code Settings Objective: To ensure the VISN 17 coding staff is performing in accordance with all coding guidelines to ensure optimal revenue recovery. Background: Data quality and compliance are of the utmost importance in meeting the ICD-9-CM for Inpatient and Hospital Outpatient Coding Guidelines for all patient settings as well as the CPT/HCPCS Hospital Outpatient Coding Guidelines for clinical settings. Personnel performing the coding cannot appropriately assign codes without considering the impact the assignments will have on both the quality of the data or compliance to applicable federal and state rules and regulations. Target Audience: Attendees will consist primarily of the coding staff located at the three VISN 17 Health Care Systems as well as the VISN 17 Centralized Coding Support Unit. If space is available MCCF personnel from the three Health Care Systems may attend. Class capacity will be up to 26 attendees per session. Description of Work: Contractor is to provide two 5-day sessions of advanced hands-on coding instruction for the inpatient setting and two 5-day sessions of advanced hands-on coding instruction for the clinic setting for VISN 17. Classes are to be run from 8:00 am to 4:30 PM each day. Training agenda is to be modified and customized for the VISN 17 Health Care Systems and final course outline is to be approved by Janice Addison prior to the first session. Training will begin within 30 days of curriculum approval and conclude by September 30, 2007. Specific training schedule is to be coordinated through Janice Addison (817) 385-3795 by the contractor. Advanced coding instruction is defined for the purposes of this contract as instruction on diagnostic and procedural code assignment for complex disease processes. Examples include but are not limited to podiatry, orthopedics, chemotherapy, radiology, cardiology, diabetes, COPD, CAD, neurosurgery, transplant, and interventional radiology. Fulfillment on contract will be judged by the contractor's ability to present material based on coding guidelines as reflected in the most recent version of the VHA Handbook for Coding Guidelines. Instructors: The contractor will be required to provide instructors that are certified coders and have a minimum of five years experience with the two course coding settings. The project managers should be familiar with VA specific coding guidelines, and must approve the overall training plan with the VISN 17 contract order, Janice Addison (817) 385-3795. VA Responsibilities: The VA will provide a room for the instruction, AV equipment, and computer support for AV equipment and appropriate code books for the coders. Personnel Performance/Replacement The Government reserves the right to judge the qualifications, acceptability, technical skills, and competence of each contractor and to request a replacement, if the individual's qualifications, suitability, and/or performance are judged deficient at any time with written notification. For temporary and/or permanent replacement personnel, the Contractor shall provide a resume for each individual two weeks prior to the respective individual reporting for work on this effort. The Contractor will afford the Government the opportunity to interview the replacement candidate. Dress and Appearance Onsite Contractor personnel shall present a neat and professional appearance at all times. Inherently Governmental Functions As stated in the Federal Register, Volume 57, No. 190, pg. 45096, dated September 30, 1992 Policy Letter on Inherently Governmental Functions, personal services shall not be performed under this contract. All work requirements shall flow only from the COTR POC (see Section 11.2 within this PWS) to the Contractor's Project Manager. The Government will not directly supervise Contractor employees. The applicable employee supervisor shall give all individual employee assignments and daily work direction. If the Contractor believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, then the Contractor shall promptly notify the CO of this communication or action. The Contractor shall not perform any inherently governmental actions under this contract. No Contractor employee shall hold him or herself out to be a Government employee, agent, or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with other Government contractors in connection with this contract, the Contractor employee(s) shall state that he or she has no authority to, in any way, change the contract and that if the other Contractor believes this communication to be a direction to change their contract, then he or she should notify the CO for this contract and not carryout the direction, until clarification has been issued by the CO. The Contractor shall insure that all employees, working on this contract, have been informed of the substance of the above paragraphs. The following technical evaluation factors shall be used. The technical evaluation factors are listed in descending order of weight. However the technical factors and past performance when combined significantly outweigh price, making the government's determination based on best value for the government-all technical and price factors considered. Past Performance: Contractor will provide past performance information on a separate attachment to include point of contact, contract number, agency POC phone and/or e-mail address, magnitude of service covering the last three year period relative to this type of task. Contractor must have provided the same or similar training to coders in the VHA. Technical Approach: Technical approach should reflect a clear understanding of the listed tasking efforts, and the experience and qualifications of the proposed personnel. Contractor shall explain their training model and in great detail, how it will satisfy VISN 17s need. Compliant training material in accordance with the most recent version of VHA coding guidelines. Contractor shall provide training agenda and handouts for each code setting Key Personnel: Identify the key individuals that will participate in this contract. Explain their role and what they contribute. Explain how each person's competence is determined, e.g., job description, length of service, work experience and/or certification. Provide resume for instructor(s) who are certified coders and have a minimum of five years experience with the two course coding settings. Price: Price shall be all-inclusive to include program development, hands-on instruction, handout materials, and laptop computer as needed for presentation for up to 26 attendees, and technical support during the workshop, travel to include mileage, meals, and hotel, and all other out-of-pocket expenses. Services are to be provided up to the limit of the order and no further.
