The Naval Air Systems Command (NAVAIRSYSCOM) PMA-275 intends to award Delivery Order on a Sole-Source basis under BOA N00019-05-G-0008 to Raytheon Technical Services Corporation (RTSC) to provide services and products in the area of Troop Commander Situational Awareness Improvements for MV-22 Block B aircraft. This effort requires intricate knowledge of MV-22 Block B avionics systems. The MV-22 platform is poised for a key program milestone - Initial Operational Capability (IOC), anticipated in June 2007. RTSC is the only known source that has the prerequisite knowledge and expertise required to execute the following effort without significantly impacting scheduling and cost constraints of the program: (A) Troop Commander Situational Awareness Improvements will include the development and integration of additional capabilities to already delivered MV-22 Block B aircraft. This will include Blue Force Tracking beacon capability, improvements that will allow cabin passengers to keep their personal GPS devices updated, and providing a cabin situational awareness device that is a derivative of the V-22 Interactive Situational Awareness System (VISAS). The VISAS was designed and developed by RTSC, and includes a moving map display of aircraft position, as well as the display of other situational awareness data. The Navy intends to award a Sole-Source, Cost Plus Fixed Fee Delivery Order for this requirement. The estimated period of performance is to start 15 February 2007 through 30 November 2007. The estimated issue date for this Order is 15 February 2007.
