Description
The United States Special Operations Command, Technology Applications Contracting Office, has a requirement for qualifying lithium ion test batteries. The Government intends to procure up to 40 test batteries from one or more qualified sources. After risk reduction testing is completed and based on a source selection board decision, up to 400 production batteries are expected to be purchased from one or more sources. As per FAR 13.501(a), there is a reasonable basis to conclude that the minimum needs of the user can only be satisfied by the unique supplies available from a number of limited sources. There are four qualified sources from which the Government intends to choose battery selection and quantity. Those sources are: Quallion LLC, 12744 San Fernando Road, Sylmar, CA 91342-3728; Kokam America, Inc., 200 NE Missouri Road, STE 200, Lee?s Summit, MO 64086-4720; EIC Laboratories, Inc., 111 Downey Street, Norwood, MA 02062; and Yardney Technical Products, Inc., 82 Mechanic Street, Pawcatuck, CT 06379. These sources (based on their previous battery cell test) are providing the Government with prototype batteries that will begin risk reduction testing in March 2007. This acquisition is set aside for small business concerns. The North American Industry Classification System (NAICS) for this procurement is 336413, and the size standard is 1,000 employees. Note 22 applies. The solicitation for this Indefinite Delivery/Indefinite Quantity (IDIQ) effort is anticipated to be issued on or before 12 March 2007.
