Description
THIS IS A TOTAL SMALL BUSINESS SET-ASIDE: The Environmental Protection Agency (EPA), Office of Air Quality Planning and Standards (OAQPS), has a requirement for Emission Inventory Support. The proposed contract will primarily intended to support OAQPS in providing scientific and engineering support in the development and distribution of emission inventories, emission methodology guidelines, and emission factors. Specific written work assignments will be issued on a quick-response, as-needed basis and will be limited to technical performance. Contractor performance requires an in-depth understanding of the Clean Air Act (CAAA), as amended. A wide variety of comprehensive and integrated work assignments are expected to be issued to meet EPAs requirements. Contractor technical performance is needed to successfully meet EPAs emission inventory, application, modification, and development responsibilities. These activities will provide effective coverage of emission inventories for the pollutants currently regulated or contemplated for regulation, i.e., volatile organic compounds (VOCs), oxides of nitrogen (NOx), carbon monoxide (CO), particulate matter (PM10, PM2.5), ammonia, sulfur dioxide (SO2), Lead (Pb), global warming gases and air toxics. The support services will be conducted at the contractor?s facility. TASKS to be performed: Preparation, analysis and review of emission inventories; Development of data in support of emissions processing tools; Emission factor program support; Emission Monitoring program support; and Technology transfer activities. The applicable NAICS Code is 541620 with a size standard of $6.5 million in annual receipts over the preceding three years. This requirement is a follow-on contract to 68D-02-063 with E.H. Pechan, Inc. It is anticipated that the contract start up date will be 1 October 2007. EPA anticipates award of a level-of-effort, cost-plus fixed-fee (CPFF) contract. The contract will consist of a twelve (12) month base period and four option periods of twelve (12) months each. The government anticipates an award of a total level-of-effort of 26,250 direct labor hours consisting of 5,250 base hours for each twelve-month period. In addition, the contract will allow for 78,750 optional labor hours consisting of 15,750 hours per 12 month period of the contract. The solicitation, PR-NC-07-10062, will be available on or about 03/15/2007. Proposals will be due approximately 30 days after the Request For Proposal (RFP) issuance date. A draft of pertinent conflict of interest restrictions/clauses is currently available for review at http://www.epa.gov/oam/rtp_cmd. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the Internet World Wide Web at http:www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. Telephone and FAX requests will not be honored. It will be your responsibility to frequently check the same site for any amendments.
