Description
The Government intends to add related tasking to N66001-04-C-8006 with the contractor Skaion. This added tasking will increase the value of the contract from approximately $1,344K to approximately $1,439K. This $95K modification is for support to a Government-owned computer network test facility (346 Test Squadron) located at San Antonio, Texas. DARPA has selected the 346 Test Squadron facility to verify and validate elements of a scheme to eradicate destructive computer worms and viruses in real-time before they have the opportunity to propagate. Skaion has participated in this program, called Dynamic Quarantine of Worms (DQW) since its inception, by providing test vectors, analysis, and support. This modification will enable DARPA to conduct go/no-go testing for decision-making regarding the next phase of the DQW program. Under the existing contract, Skaion???s unique tasking has been to develop and exploit vulnerabilities in networked computers. Extensive experience Skaion has gained with the operational environment at the 346 Test Squadron network is unique and not available from other contractors in the context of the DQW program goals. The 346 Test Squadron network is being used as an isolated network that is extensively instrumented to track the propagation of computer worms and viruses. Proper test conduct involves validation tasks to guarantee known network configuration before, during, and after test, as well as re-engineering test parameters to compensate for unanticipated test artifacts. The level of sophistication and classified parameters of the tasking make Skaion the only available source of tailored attacks. The original Skaion contract did not allow for the scale of unanticipated network configuration issues at the 346 Test Squadron site. Firstly, the proposed new tasking will improve the extensive data-logging capability of the 346 Test Squadron to permit more sophisticated collection and analysis of test data. Secondly, on-site reengineering of attack programs (known as test vectors) will permit the successful continuation of the go-no/go testing needed by the DQW program. Upon conclusion of the go/no-go testing for the DQW program, no further changes to this contract are anticipated. Follow-on work under this program is the subject of a new Broad Agency Announcement (BAA). NAICS 541511.
