Description
The Fort Knox Directorate of Contracting is conducting market research for Recruiting Services for the U.S. Army Recruiting Command (USAREC). Recruiting Service 1: Recruiting Company Operations This requirement is to provide Recruiting Company Operations for five US Army Recruiting Company Headquarters and Recruiting Stations within the company areas. The recruiting company areas are located in Wilmington, North Carolina; Dayton, Ohio; Oklahoma City East, Oklahoma; Fairview Heights, Illinois; and Tacoma, Washington. Locations may be added and/or deleted as mission requirements change. Services will be performed in government furnished facilities. The contractor shall provide qualified recruitin g service personnel to staff and operate the Recruiting Company Headquarters and Recruiting Stations. The contractor shall perform recruiting operations in accordance with the USAREC Manual 3.0-3.2, any reference instructions, regulations, policy directiv es, and any portion of the contractors proposed processes that are incorporated into the contract. The contractor will receive assigned mission from Battalion. The following is a portion of the specific tasks required: The contractor shall use the gover nment information technology infrastructure to develop the Recruiting Company Recruiting Operations Plan (ROP) which will evaluate the market, identify high payoff zones, detail the current events in the company areas, and focus on the current recruiting c ontract month, while developing operational strategies for the quarter. The contractor shall determine lead sources for each recruiting station, assist in arrangement of recruiting events, manage the Future Soldier Training Program, manage and maintain th e School Recruiting Program, set goals and milestones for specific markets, conduct after action reviews with recruiting station managers, and submit various reports. The contractor shall ensure recruiters perform recruiting duties in accordance with the contract and achieve production requirements. Recruiting Service 2: Recruiter Services This requirement is to provide qualified individuals to recruit for the U.S. Army in designated Recruiting Stations. These recruiters will work with and augment the Army recruiters in any of the 1600 recruiting stations throughout the country. The govern ment is contemplating a requirements-type contract. The contractor shall fill positions within 30 days after issuance of a task order. The contractor shall submit various reports and ensure recruiters perform recruiting duties in accordance with referenc e instructions, regulations, policy directives, and any portion of the contractors proposed processes that are incorporated into the contract. The contractor shall ensure recruiters achieve production requirements. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The gov ernment is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis.
