- Request For Proposal (RFP) for National Stock Number (NSN) 1560-01-253-5010, 0014173660, Skin, Aircraft. This is a definite quantity contract with a base of 6 each and a 100% quantity option. An ?Export Control? technical data package (TDP) exist for this NSN. Technical data will only be released to contractors? authorized/certified by Defense Logistics Service Center. Certified requestors should submit TDP requests to DSCR vie Internet. Possible sources are Aerospace Tech Cage: 1XKR3, Korean Air Cage: 0SEP6, Israel Aircraft Cage: 1BG25, PCA Aerospace Cage: 5H716 and Alson, Mfg Cage: 56127. The Internet address is https://pcf1.bsm.dla.mil/cfolders/(all lowercase please). This requirement will be issue as a small business set-aside. No Electronic Bulletin Board (EBB) or Internet Quoting Services (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. Delivery is as important as price. The base quantity is 6 each with a 100% quantity option. First Article Government Testing required. Award decision will be made based upon a combination of delivery, past performance, and other evaluation factors as described in the solicitation. FOB at Destination; Inspection and Acceptance at Origin. A copy of the solicitation will be available via the BSM DIBBS at https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP.
