- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis, please refer to the hard copy solicitation available on the DIBBS at https://www.dibbs.bsm.dla.mil.You must submit your proposal on the hard copy solicitation in order to be considered for award. All other forms of bid submittal will not be considered. From the DIBBS homepage, select ?RFQs.? Then, search by the ?Solicitation Number? option under the ?Search Category? field. Then choose the RFQ you wish to download. RFQs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The solicitation SPM4A6-07-Q-2913 / 0013177648 is issued as a request for quote (RFQ) and will result in a Firm Fixed Price Contract for NSN 9150-01-210-1938. The solicitation document and incorporated provisions and clauses are those in effect through FAR. This procurement is unrestricted and will be solicited under the procedures of Full and Open Competition After Exclusion of Sources. The following information applies to this NSN: This is a commercial item. MSDS and Hazardous Warning Label are required. Stock delivery to SRG Richmond, VA and AQ5 Tracy, CA will be FOB Destination with Inspection/Acceptance at Destination. Item Description: NSN 9150-01-210-1938; lubricating oil, helicopter transmission; unit can contains 1 gallon; QPL applies in accordance with MIL-PRF-85734A; Government Lot Acceptance testing is required; QAP 177 applies. This is a critical application item. This is not a Critical Safety Item (CSI). A quantity option shall not be included in the solicitation. Progress payments shall not be included in the solicitation. Required delivery is 83 DARO. Quantity variance is +/- 10%. Quantity is 30,000 GL (10,800 GL to AQ5 & 19,200 GL to SRG). Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. This solicitation will be issued on February 23, 2007 and will close on March 9, 2007.
