- This is a combined synopsis/solicitation for desktop scanners prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.60, and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Reference number is: 07-00398BY and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-15 dated February 13, 2007. The North American Industrial Classification System (NAICS) code is 443120, and the small business size standard is $8 million. This procurement is restricted to small business, allowing only small businesses to submit quotations unless the small business community is unable to provide the entire requirement. The Office of Personnel Management (OPM) is soliciting quotations to obtain desktop scanners meeting the following minimum specifications: The units must; a. Have at least 300 dots per inch scanning capability; b. Scan at least 25 pages per minute; c. Have an Automatic Document Feeder that can hold at least 50 pages; d. Include Twain/ISIS Drivers; e. Contain a USB 2.0 interface; f. Be able to scan to Tagged Image File Format (TIFF); g. Fit on a normal size desk. Contractors responding to this combined synopsis/ solicitation shall quote on all or none; no quotations addressing partial product offers will be considered. Contractors shall quote on four (4) scanner models;1 model each, from 4 different manufacturers. OPM will procure and evaluate each of the four models. After evaluation of all four models procured, OPM will select up to two (2) models of the four from the initial procurement. OPM shall have the option to procure at least 30 each of one approved model or 30 each of the two approved models. A minimum grand total of 34 scanners, but no more than 64 scanners may be procured under this requirement. Additionally, OPM will procure 30 USB cables under this requirement and the option to procure warranty extensions for the procured scanners. The quotation from the contractor who offers the product that meets the minimum specifications; best fits OPM?s application; and quotes the lowest price for the maximum number of scanners will be awarded a purchase order for the initial procurement and the option(s). Offerors are invited to submit firm, fixed price quotation responses for deliverables as follows: Contract Line Item (CLIN) 1. Scanner A - manufacturer, model and part number; quantity and unit of issue - 1 Ea; unit price; total price. CLIN 1a. Option to Purchase ? Scanner A - manufacturer, model and part number; quantity and unit of issue - 30 Ea; unit price; total price. CLIN 1b. Option to Purchase - Extended warranty for Scanner a ? part number quantity, and unit of issue ? 30 Ea; unit price; total price. CLIN 2. Scanner B - manufacturer, model and part number; quantity and unit of issue - 1 Ea; unit price; total price. CLIN 2a. Option to Purchase ? Scanner B - manufacturer, model and part number; quantity and unit of issue - 30 Ea; unit price; total price. CLIN 2b. Option to Purchase - Extended warranty for Scanner b ? part number quantity, and unit of issue ? 30 Ea; unit price; total price. CLIN 3. Scanner C - manufacturer, model and part number; quantity and unit of issue - 1 Ea; unit price; total price. CLIN 3a. Option to Purchase ? Scanner C - manufacturer, model and part number; quantity and unit of issue - 30 Ea; unit price; total price. CLIN 3b. Option to Purchase - Extended warranty for Scanner c ? part number quantity, and unit of issue ? 30 Ea; unit price; total price. CLIN 4. Scanner D - manufacturer, model and part number; quantity and unit of issue - 1 Ea; unit price; total price. CLIN 4a. Option to Purchase ? Scanner D - manufacturer, model and part number; quantity and unit of issue - 30 Ea; unit price; total price. CLIN 4b. Option to Purchase - Extended warranty for Scanner d ? part number quantity, and unit of issue ? 30 Ea; unit price; total price. CLIN 5. USB cable ? 10 ft., - manufacturer, model and part number; quantity and unit of issue - 30 Ea; unit price; total price. The contractor shall provide fixed-prices for each deliverable. Quotations must be received by the Office of Personnel Management no later than March 9, 2007. The following are inserted by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (to be submitted with quotation); 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. FAR 52,212-4. FAR 37.107 1965. Quotations in response to this RFQ shall be accepted up to: 1500 Eastern Standard Time, March 9, 2007. Only written requests for additional information will be accepted. Notification of any changes shall be made only on the internet. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Bradley.Holtzapple@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered.
