Description
" General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. " Proposed Issue Date: March 6, 2007 " Title of Project: Provide Universal Accessibility for Ford's Theatre NHS " Description: This project improves the four attached structures that now comprise Ford's Theatre National Historic Site; Ford's Theatre, the 517 Building, the Back L (or North Annex), and the Star Saloon. The project also incorporates a new lobby and other facilities for the Theatre in an adjacent portion of the new Atlantic Building. Work Includes: Demolition work: A nearly complete demolition of the 517 Building (only some of the foundation and some exterior walls are to remain and be incorporated into the reconstruction of the building); Selective demolition within Ford's Theatre, the Back L, and the Star Saloon, including building systems (to be upgraded), structural elements, finishes, roofing, and other miscellaneous items. New work: a basically new 517 Building (structure, building systems, finishes, etc.); Accessibility improvements to all other structures of the complex; New elevator; Building code upgrades; Roofing systems; Architectural finishes; Historic preservation work (limited); Theatre amenities improvements; Building systems work that includes HVAC, plumbing, fire protection, electrical, and theatre system upgrades; And other miscellaneous work. Work of the project will occur from approximately May, 2007 thru August, 2008 (15-16 months) during two Theatre Dark Periods and one Theatre Active Period. The contractor must schedule and perform the majority of its work during the two Theatre Dark Periods. This condenses actual construction work into the periods May thru October 29, 2007 and May 1 thru August, 2008, and means most of the work must be accomplished in only nine to ten months. In addition, the work must be substantially complete in time for a Presidential Gala which is scheduled for the theatre in September, 2008. No time extensions will be granted for excusable delays encountered on the project. Should the contractor encounter excusable impacts to its schedule, it will be required to regain the schedule through acceleration. These time constraints will require a contractor with the capability to perform an average of approximately $1 million of work per month. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public, FTS, and the NPS staff. Work of this contract requires varying levels of demolition, repair, and new work to existing building systems. Such work shall be planned and performed to allow protection for the public, NPS and FTS staff, and Ford's Theatre NHS. Protection shall include operating the building systems as required by the contract. All work shall be performed under a single contract to the National Park Service Contracting Officer. Note that the NPS and FTS shall have other work, not a part of this contract, performed by others during periods of Use and Possession. Such work will be typically installation of specialty items. Contractor shall coordinate the work of this contract with the work of other others as required. LOCATION: Ford's Theatre National Historic Site (NHS), 511-517 10th Street NW, Washington, D.C. For the purposes of the contract documents, Ford's Theatre NHS includes the Ford's Theatre building, the 517 Building, the Back L (or North Annex), the Star Saloon (511 10th Street) and (a portion of) the Atlantic Building and does not include the Peterson House (the house where Lincoln died) at 516 10th Street NW, Washington, D.C. There is no work or access to the Peterson House in this contract. " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. " Estimated price range, $5,000,000 to $10,000,000 " Time for completion; non-negotiable completion date August 31, 2008 " Solicitation Issue and Proposal receipt dates are approximate; actual dates will be established at the time solicitation documents are available and issued. " All responsible sources may submit an offer that will be considered.
