Description

DESC: The Government intends to issue a 100% Small Business Set-aside solicitation resulting in a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Item to procure is the Assembly, Handguard, Lower, NSN 1005-01-453-1635, PN 12973029 us ed on M16A4 Rifle. This is a planned lowest evaluated priced, technically acceptable 100% Small Business Set Aside (SBSA). Minimum guaranteed quantity is 1,000. Contract maximum is 94,400 each. The Government incurs no obligation to award any quantity b eyond that quantity identified as the guaranteed minimum. Prospective offerers must be prepared to submit pricing on all option quantities in all proposed ordering periods. Failure to do so may render your proposal as being considered non-responsive. Pa rtial listing of down parts includes Lower Handguard PN 12973030; Lower Handguard Filler PN 13973032; Handguard Liner PN 12973033; Rivet - Tubular Oval Head PN MS16535-463 along with various pins and clamps. A license agreement between Knight's Armament Co mpany and the US Government requires the items procured to be manufactured in the US and its territories. Any new producer will require successful completion of a First Article Test Report (FATR). This solicitation incorporates a Technical Data Package ( TDP) that cannot be provided via the internet due to a licensing agreement between the US Government and Knights' Armament Company, CAGE 1S002. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-Use Agreement that the offeror will be required to execute prior to receipt of the TDP. The successful offeror under this solicitation agrees to manufacture the items, being produced under this contract, within the US and its territories. To obtain a copy of the TDP, a prospective offeror mu st sign a non-disclosure agreement, which will be an attachment to the solicitation posted on the web after the solicitation has issued. After signature, the Use and Non-Disclosure Agreement For Government Technical Data should be emailed to robert.r.egan @us.army.mil or faxed with coversheet to Attn: Mr. R. Egan, AMSTA-LC-WSC-D, FAX: 309-782-3813. After receipt of the Use and Non-Disclosure Agreement For Government Technical Data, a copy of the TDP will be mailed to you. TDP will not be released until af ter the solicitation is published. Estimated issue date of solicitation is 14 March 2007. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic c opy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this , the Government is under no obligation and is in fact unable to maintain a bidder mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal non-responsive and result in the rejection of same. Note 1 applies.
