Description
This is a Sources Sought Notice Only for purposes of conducting Market Research. There is no solicitation available at this time. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the ex tent to which small businesses are capable of performing as prime contractors, providing a Civilian Enterprise (CE) Newspaper Publication for both Fort McPherson and Fort Gillem. The resultant award will be a no cost type contract IAW AR 360-1 (The Ar my Public Affairs Program). The Government is anticipating to award a Civilian Enterprise Newspaper contract for a two year base, 01 August 2007 thru 31 July 2009, and two additional options, both to be two years long and each subject to be exercised at t he governments discretion. The anticipated North American Industrial Classification System (NAICS) Code for this acquisition is 511110, Newspaper Publishers; the small business size standard is 500 employees. The Government will not reimburse any concer n for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested businesses concerns are invited to provide capabilities statement demonstrating ability to perform the following: Capability #1: Evidence that your firm has the necessary organization, experience, accounting and operation controls and technical skills required in this requirements entire Performance Work Statement, notably the following (Note: Performance Work Stat ement may be obtained per written request from Contract Specialist Ms. Candice Robertson at candice.l.robertson@us.army.mil or per verbal request at 404-464-1554): a. Provide and print on 30-pound newsprint, bright white stock, with standard newsprint, recyclable, and subject to the requirements of applicable laws and regulations. b. Print and distribute weekly a minimum of 6,000 copies, which will be tabloid-size (approximately 11.5 x 12.75 single page size, or similar size by mutual agreement of the contractor and the Public Affairs Office staff). A minimum of 50 issues per yea r will be published. c. Provide a minimum of a 16 page publication which will never exceed more than 52 pages. d. Provide high-quality, four-color separation and spot color capabilities for every issue of the Sentinel AT NO ADDITIONAL CHARGE. Full-color process will be available on as many pages of the newspaper each week as possible. At a minimum, full-process c olor will be available on every page of up to a 24-page issue AT NO ADDITIONAL CHARGE. e. Provide a variety of type fonts available, including Times New Roman, Arial and Century Schoolbook, in all of their forms (bold, ital, narrow, etc.) at a minimum. f. Maintain versions of publishing software necessary to be compatible with the software used regularly by the Sentinel staff to produce the newspaper. This software includes, at a minimum, QuarkXpress 7.0, Adobe Photoshop and Corel Draw. g. Provide postal subscriptions at no charge except for the cost associated with postage and handling of the individual subscription. h. Ensure equipment and software to be used for Sentinel production is compatible with Sentinel editorial staffs software and equipment and that this equipment will be maintained accordingly throughout life of contract. i. Provide typesetting support. j. Provide key personnel such as Supervisor, Advertising Supervisor, and Graphic Artist. Capability #2: Data indicating total gross annual sales and staffing levels for each of the last three years in the applicable labor category for the purpose of providing proof of financial capability. a. Contractor must be able to bear all costs, taxes, and expenses of publishing and shipping the publication. Capability #3: Indicate whether interested business concern is small, small disadvantaged, 8a, woman owned, service disabled veteran, HubZone or any other socio-economic group. All intereste d business concerns are required to respond to this Sources Sought announcement via email by 21 February 2007, 1:00 p.m. EDT, Responses shall not exceed 10 pages and must include company point of contact, email address, telephone number and fax number. Th e information provided in the response to this sources sought will be used to finalize the market research report for this requirement.
