Description
The 92nd Contracting Squadron is seeking potential sources interested in proposing on an acquisition for airfield painting and paint removal of airfield markings on Fairchild Air Force Bases runway, taxiways, and other flightline locations. The purpose of the Sources Sought notice is to identify the availability of qualified sources for a potential Hub Zone or 8(a) program set-aside. The anticipated contract type will be a Firm Fixed Price Indefinite-Delivery/Indefinite-Quantity type contract. The performance period will be one base year plus four-one year option periods. The program value is estimated at $800,000 over five (5) years. Work to be performed under the contract will be within the North American Industry Classification System (NAICS) code as follows: 237310 - Highway, Street, and Bridge Construction. Small business size standard is $31 million. Individual task orders are expected to range between $10,000 and $150,000. The scope of this project is anticipated to include the removal of a projected 10,000 square feet of loose or flaking airfield pavement markings and complete removal and disposal of a projected 15,000 square feet of airfield pavement markings annually. The scope of this project also is anticipated to include painting of a projected 235,000 square feet of non-reflective lines/letters and markings and the painting of a projected 325,000 square feet of lines/letters and markings annually. As a minimum, contractors will be required to have equipment with the capability to paint three six inch (6") parallel lines simultaneously. The specific technical requirements of this project will be identified in the solicitation package. It is anticipated that Performance Price Tradeoff (PPT) procedures will be utilized for this acquisition in accordance with FAR 15.1. If your firm is HUBZone or 8(a) certified and intends to propose on this acquisition, then submit the following information to the Contracting Officer not later than fourteen (14) days after the publication of this notice: (1) SBA Certification of HUB Zone or 8(a) program eligibility; (2) a positive statement of your interest in this acquisition as a prime contractor; (3) evidence of recent (within three (3) years), relevant (sand/bead blasting, runway striping, multiple task order) experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers and a statement as to why the project is relevant; (4) financial and bonding capabilities to cover both performance and payment bonding up to $800,000; and (5) the capability to mobilize andexecute relevant work at Fairchild AFB. The solicitation is expected to be electronically posted on or around 18 July, 2007. All interested parties will be required to respond to any resultant solicitation separately from their response to this sources sought notice. Prospective contractors must be registered in the Central Contractor Registration (CCR) database before being awarded a Government contract. Failure to register in the CCR database will cause your firm to be ineligible for award. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award.
