Description
This is a combined synopsis/solicitation for commercial items number H92241-07-T-0011 prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions ands clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060519. The NAICS code is 611512 and the small business size standard is 1000. The following commercial service is requested: Provide Flight Control Rigging Course for US Army maintenance personnel. The instructors for this course must have received training from Sikorsky Aircraft in addition to hands on experience with the Blackhawk MH-60/UH-60 aircraft. The curriculum must include torque compensation, tail pylon aerodynamics, gyroscopic precession compensation, 4 channel block diagrams, set and preparation for rigging, use of rigging kit and propeller protractor, review of necessary skills and procedures, main rotor flight control rigging, tail rotor flight control rigging, main and tail rotor riggings stops, cyclic limiter locations, cyclic and stop bolt clearances to ensure that every time an aircraft comes out of phase, the external mounted equipment must be rigged to ensure a straight flight path. The Flight Control Rigging Course will be taught at the Ft Campbell KY facility allowing the maintainers greater hands on instruction. The estimated number of students for the course is 10. Period of performance is 26 Feburary 2007 through 2 March 2007. FOB is Destination and inspection and acceptance shall be at destination by the Government.
