Description
NASA/ARC plans to issue a Request for Proposals for phase two of the wind tunnel demolition at Moffett Field, Ca 94035. The work will consist of the following: Provide all materials, equipment and labor to perform partial demolition of the 14 Foot Wind Tunnel as outlined below, all in accordance with the subject plans and specifications. This is a complex steel structure with mechanical and electrical equipment and a connected 110 foot high steel framed ?air exchange? building. The wind tunnel was originally built in 1939 and extensively modified in 1953/54. The air exchange building and adjacent transfer duct was built in 1953/54. Bids are to be based on contract documents, the available historical drawings, and site investigations and measurements. The steel structure is coated with a lead based painting system. The structure is located at the Ames Research Center, Mountain View, California. This is Phase 2 of a three phase effort and consists of the following elements. Base Bid: The demolition of the tunnel structure from the ring 278 to ring 161 at the west face of the test chamber (TC), including demolition of the transfer duct to the air exchange building. Demolition is to include removal of the whole structure to the concrete foundations, at grade. Also included is the disconnection and removal of electrical services as shown and described on the issued documents. A design build closure wall at the test section, ring 161, is to be installed as new work. A D/B closure wall at the air exchange building is to be installed if Option #1 is not awarded. Option 1: Demolition of the air exchange building. This building is a steel framed structure with coated metal siding. Demolition of the ?inlet section? is to be to the concrete floor slab. Demolition of the ?exhaust section? is to be to approximate elevation 20. The remaining 20? high structure houses electrical equipment which will remain in service during the construction period. The work shall include construction of a new roof support structure at elevation 20, roofing to enclose the remaining structure, approximately 2400 sq. ft., and associated utilities. Electrical and architectural work is required as shown and described on the issued documents. All work in this solicitation entails strict compliance with safety and environmental considerations. A preliminary work plan defining methods and procedures will be required as part of the contract proposal. A detailed work/safety plan addressing all methods of demolition, and construction, shall be submitted and approved by the Government prior to the start of the demolition work. Award will be by ?Best Value? evaluation as defined in the solicitation. Award of Option 1 will be based on funds available at the time of award. Projected construction contract duration is seven months if the Base Bid only is awarded and 10 months if Option 1 is awarded. The order of magnitude for the procurement is $1,000,000 to $5,000,000. The NAICS Code and small business size standard for this procurement are 238910 and $13,000,000, respectively. The anticipated release date of the RFP is on or about March 2, 2007 with an anticipated offer closing date of on or about April 3, 2007. The firm date for receipt of bids or proposals will be stated in the solicitation package. CDs will be available from Michael Nar at (650) 604-1517. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be announced in the solicitation package. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
