Description
This is a sources sought notice/market research, for written information only, to identify Small Businesses (SBs), Non 8(a) Small Disadvantaged Businesses (SDBs), SBA 8(a) Program Businesses, Hubzone Businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and/or Women Owned Small Businesses (WOSBs) possessing the capabilities to provide support for the TRI Program. The U.S. EPA's Office of Information Analysis and Access (OIAA) is conducting market research to determine potential small business sources for Implementation Support for Toxic Release Inventory(TRI), using FAR Part 15, Contracting by Negotiation. The period of performance is a one (1) year base and four (4) one year option periods. The Level of Effort (LOE) is approximately 12,700 direct labor hours per year. Technical support tasks include: (1) Data Analysis and Quality Enhancement; (2) Economic Analyses; (3) Reporting Forms and Instructions, Information Products and Guidance Development; (4) Training, Meetings/Conference and Outreach; and (5) Electronic Capabilities Enhancement Recommendations. Detailed information on the requirement is provided via a draft copy of the Statement of Work (SOW), which will be posted on the EPA OAM website by February 20, 2007. The North American Industry Classification System (NAICS) code for this procurement is 541519. THIS IS NOT A REQUEST FOR COST PROPOSAL. Interested small business offerors may submit a brief capability statement, no more than five (5) pages, demonstrating how they plan to meet the above requirement. Standard brochures will not be considered. The capability statement should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Technical support experience; (5) Business size and classification. Businesses shall submit an electronic copy of the requested information to Iris Redmon via mail or hand carry/courier/ or overnight carrier, see address below, no later than February 26, 2007, 5:00 p.m. EST. No contract will be awarded on the basis of offers received in response to this notice.
