- The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Northrop Grumman for Research and Development Services. The work is for the modification of a Northrop Grumman AN/APN-241 radar system for the development of an Anti Ship Missile (ASM) Simulator. The AN/APN-241 radar system that will be modified under this effort is owned by and manufactured by Northrop Grumman and is only available from this vendor. Responses to this notice of intent to negotiate with Northrop Grumman must be submitted in accordance with Note 22 to Contracting Officer, Naval Research Laboratory, Code 3220.TB, 4555 Overlook Ave., SW, Washington, DC 20375-5326, Synopsis TB05.
