Description
The Naval Surface Warfare Center, Carderock Division has a requirement for services intended to support the implementation of a unique data processing capability in support of NSWC Carderock's core capability of acoustic signature assessment of full-scale submarines. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm fixed price purchase order to Arion Systems Incorporated (ASI). The services involve proprietary techniques for which ASI has initiated the patenting process. A provisional patent has been issued with serial number US60/682,426 entitled ?Recursively Field-Optimized Compensation Using Spherical Decomposition?. This is a follow-on effort designed to allow for a more substantial processing of data collected on previous acoustical trial, a reconfiguration of the existing prototype to work at NSWC, and the preparation of a second system of more capability for use on u pcoming trials. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 3 March 2007 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
