- The U.S. Fish and Wildlife Service (FWS) intend to negotiate a noncompetitive contract with Texas State University. This procurement is to determine the breeding status and distribution of Reddish Egrets in Florida/Bahaman Islands and along the Gulf coast from Texas to Yucatan Peninsula (Mexico). Identify the key colonies in Florida/Bahaman Islands and Texas/Mexico for Reddish Egrets. Estimate juvenile survival, juvenile post-breeding dispersal and adult survival of Reddish Egrets through initiation of long-term banding/color tagging program. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(3), as implemented by 6.302-3, this requirement has been justified and approved in accordance with FAR 6.303-1 and FAR 6.304. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION OR A SOLICITATION OF OFFERS. All inquires and concerns must be addressed in writing to the facsimile number stated herein, Attn: Lewis Boggan.
