Description
BLM Request for Proposals, NAR070066, Veterinary Services at the Hutchinson Correctional Facility and Teeterville Holding Facility on an as needed basis for a 12 Month Period, With Four 12 Month Option Periods. Solicitation number NAR070066 applies and will be issued as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management's Oklahoma Field Office has a requirement for Veterinary Services as follows: The contractor shall provide routine professional services on agreed upon designated treatment days and on an as needed basis at the Hutchinson Correctional Facility in Hutchinson, KS, and Teterville Long Term Holding Facility (Shadow 7 Ranch) southeast of Cassoday, KS which shall be paid for based on the hourly rate set forth in the contract. The Hutchinson Correctional Facility is located west of Wichita, KS off Kansas State Route 96 west towards Hutchinson/Valley Center. Take US-50 east and State Route 61 north. The facility is located on Avenue G east of the south unit. The Teterville Long Term Holding Facility is located approximately 12 miles southeast of Cassoday , KS. The workload will vary seasonally. At times services will be required five days a week. Workload can be expected to vary depending on shipping activity and the health of the population at the facilities. The veterinarian, or alternate veterinarian, must be available at the site within 3 hours of notification. Under non-emergency conditions, the veterinarian will be given at least a 24-hour notification. The name, address and telephone number of the alternate veterinarian must be provided. The duties require a veterinarian licensed in the State of Kansas, USDA accredited for issuing interstate health certificates, and skilled in handling and treating ungentled large animals, specifically horses and burros. Approximately 70% of the estimated workload may include: Visual examination to determine general health of individual animal; Vaccination; Drawing Blood Samples for equine infectious anemia (EIA) and preparing documentation for submission to the appropriate laboratory. The performance of all services shall be at the discretion of the Contracting Officer's Representative (COR). However, BLM personnel reserve the right to complete any of the above tasks, except drawing blood for EIA testing. The spirit of team cooperation is essential between the veterinarian and BLM personnel in order to accomplish these tasks. The remaining 30% of the workload from veterinarian services includes, but is not limited to, the treatment categories identified in the schedule. BLM personnel assist the Contractor by performing services to restrain animals for the veterinarian by mutually agreed to procedures, considering BLM policies, as identified by BLM, in order to protect the health and welfare of all associated personnel and the wild equine being treated. BLM may perform services in the care and treatment of equine, under the guidance of the veterinarian, at the COR's discretion. For example, after veterinarian examination, BLM may administer penicillin and/or treatment. General veterinary services to be performed are as follows: Contractor shall dispose of all infectious waste materials in BLM provided containers according to OSHA (1910.1030) regulations. When the use of needles is required (i.e. vaccinating, drawing blood) a sterile needle shall be used for each animal. Disposal of all sharps and syringes in BLM provided containers will be in accordance with OSHA (1910.1030) regulations. Specific veterinary services to be performed are as follows: Draw, prepare, and ship blood samples to the appropriate laboratory for testing of EIA. Contractor will be responsible for blood tubes, shipping, and lab fees. Blood is to be handled in accordance with health regulations. The document preparation involves the USDA-APHIS-VS-Form 10-11. The written test results shall be given to the COR. The contractor will treat sick and injured horses and burros and provide all equipment, supplies and medications for those treatments. Advise BLM personnel in the administration of continued treatment (e.g., administration of penicillin). Diagnose sick horses and burros for treatments that can be administered by BLM personnel. BLM will provide necessary supplies and medications for those animals not being treated by contractor. At a time specified by the COR, the veterinarian shall review, by origin, the individual sick and injured horse and burro records (as described above), to provide information on any trends of disease or conditions that may or may not exist. Issue and prepare health certificates for interstate shipment of horses and burros. Humanely euthanize wild horses and burros when necessary, and provide a written report to the COR on the reason. In non-emergency situations, a decision to euthanize will be made jointly by the COR and veterinarian. In emergency situations, BLM personnel, in accordance with BLM policy, have the authority to euthanize. Collect tissue samples from postmortem examinations as directed by the COR. Geld stallions by the accepted method prescribed by the American Association of Equine Practitioners (AAEP). Veterinarian shall furnish scalpel and emasculator. The veterinarian shall have access to a portable x-ray machine and perform the services required to obtain x-rays on an as needed basis. The veterinarian shall advise BLM and present to the COR, throughout the life of this contract, a proactive health care plan for the approach to be used in maintaining good health and containing and preventing the spread of disease in equines. The veterinarian shall perform treatments for miscellaneous lameness on an as needed basis. The Contractor's proposal has specified the types of miscellaneous lameness that shall be covered for the fixed unit price stated in the schedule. The veterinarian shall perform miscellaneous surgeries on an as needed basis. The Contractor's proposal shall specify the types of surgeries that shall be covered for the fixed unit price stated in the schedule. This is a 100% set-aside for small business. The NAICS classification is 541940. Size standard is $6.5 million. Proposals are due March 28, 2007 by 2:00 PM Mountain Time. Vendors must be registered at http://www.ccr.gov in order to be eligible for award. The solicitation will be made available at http://www.fedbizopps.gov on or about October 4, 2004.
